Summary of the contracting process

The Royal Borough of Greenwich has established a framework for tuition and education support for vulnerable children and young people in Greenwich. It covers pupils of statutory school age and young people up to 25 with an Education, Health and Care Plan, including those needing support outside mainstream education or help to return to education, employment or training. Provision ranges from individual or small-group tuition in English, maths, science and other curriculum subjects to specialist teaching for pupils with special educational needs and disabilities, social, emotional or mental health needs, or complex medical needs. Delivery may be face-to-face or online, for individuals or groups. The framework has three service areas: universal tuition, SEND tuition, and complex and medical tuition.

The framework has been awarded and the contracts are active. The three awards were made on 31 July 2026, with contracts signed that day. The awardees are Be My Tutor, Education and Family Wellbeing Service, Fleet Education Services, Kojikojo, Learn Solutions, Study Mind, Our Future Tutoring Services, Philip Training Centre, PPHorizons, Prospero Group, SV Academy and Vision for Education for universal tuition; those suppliers plus A-Day Consultants, Teaching Personnel, Catch-Up Academy and Unlocking Language for SEND tuition; and those for universal tuition plus Encourage Education, Teaching Personnel and Catch-Up Academy for complex and medical tuition. Award values are £5 million, £15 million and £5 million respectively, excluding VAT. Contract periods run from 1 November 2026 to 31 October 2029, with possible extensions to 30 September 2031. The open competitive flexible procedure assessed participation conditions first, then quality and price, weighted 60% and 40%.

This framework demonstrates demand for flexible tuition across mainstream catch-up and reintegration, SEND and highly specialist medical or mental health provision. Credible providers need to offer a suitable mix of face-to-face and online teaching, both one-to-one and small-group delivery, and tailor learning to individual pupil needs. For the SEND and complex-needs work, relevant specialist teaching, adapted resources and the ability to support pupils with challenging behaviours or health-related barriers are central. The service is intended to raise attainment, attendance, aspiration and engagement, while supporting transitions after Key Stage 4. A broad mix of small and larger providers was appointed, and small and medium-sized businesses and voluntary or community organisations were considered suitable. Framework suppliers must be able to respond to individual placements, including through direct matching or mini-competitions based on a pupil’s needs.

Notice Description

Royal Borough of Greenwich is establishing an Open Framework for the provision of Tuition services. The Framework will provide access to specialist providers delivering delivering outcome focussed tuition services to support and raise attainment, attendance, aspiration and engagement of vulnerable children and young people of statutory school age in education and for young people up to the age of 25 who have an Education, Health and Care Plan. To also work towards successful transition to education, employment or training post-16 at the end of Key Stage 4. The objectives of the services are to provide a flexible response to either compliment, or provide an alternative to the teaching and learning available within mainstream and specialist provision or for children not engaged in education. The initial term of the Framework shall be three (3) years, with the option to extend for further period (s) of up to twenty-four (24) months, at the sole discretion of the Authority. The Framework is divided into three Lots. Lot 1 - Universal Tuition Lot 1 Universal Tuition is designed for Children and young people with no or low additional needs who are experiencing academic underachievement and require curriculum catch-up, reintegration support, or temporary education. Universal Tuition is educational provision for pupils who do not have Special Educational Needs or Disabilities (SEND) as defined by the SEND Code of Practice 2015, and who are accessing tuition for reasons other than special educational or medical needs. Sublot 1 - Face-to-Face 1:1 Tuition Individual face-to-face tuition delivered to children and young people requiring personalised academic support. Sublot 2 - Remote/Online 1:1 Tuition Individual tuition delivered remotely through online learning platforms. Sublot 3 - Face-to-Face Group Tuition Small group tuition delivered in person to support attainment, engagement and progression. Sublot 4 - Remote/Online Group Tuition Small group tuition delivered through online learning platforms. Lot value (estimated) PS5,000,000 excluding VAT PS6,000,000 including VAT Framework lot values may be shared with other lots Lot 2 - Special Educational Needs and Disabilities (SEND) Tuition Lot 2 Special Educational Needs and Disabilities (SEND) Tuition is designed for Children and young people with identified additional needs, including those with Education, Health and Care Plans (EHCPs), Social, Emotional and Mental Health (SEMH) challenges, Autism Spectrum Conditions, Specific Learning Difficulties (SpLDs), Speech, Language and Communication Needs (SLCN), Attention and Executive Functioning Difficulties. Pupils may present with long-term disengagement, avoiding school environments, high-risk or extremely challenging behaviours such as physical aggression or offending behaviour, and require specialist adaptations, resources, and equipment. Sublot 1 - Face-to-Face 1:1 Tuition Specialist one-to-one tuition delivered in person for children and young people with SEND. Sublot 2 - Remote/Online 1:1 Tuition Specialist one-to-one tuition delivered through online learning platforms. Sublot 3 - Face-to-Face Group Tuition Specialist group tuition delivered in person for pupils with additional needs. Sublot 4 - Remote/Online Group Tuition Specialist group tuition delivered through online learning platforms. Lot value (estimated) PS15,000,000 excluding VAT PS18,000,000 including VAT Framework lot values may be shared with other lots Lot 3 - Complex and Medical Tuition Lot 3 Complex and Medical Needs Tuition is highly specialist educational provision for Pupils with significant medical, mental health, or multi-faceted needs that substantially impact their ability to engage in learning and require coordinated medical, therapeutic, and educational support during tuition delivery. Pupils may also be medically unfit for school attendance due to chronic conditions, injury, terminal illness, or inpatient care, and may require palliative care or hospital/home-based treatment. Sublot 1 - Face-to-Face 1:1 Tuition Individual tuition delivered in person for pupils with complex medical, mental health or other significant needs. Sublot 2 - Remote/Online 1:1 Tuition Individual tuition delivered remotely where online provision is appropriate to the pupil's needs. Sublot 3 - Face-to-Face Group Tuition Specialist group tuition delivered in person where appropriate for the needs of the cohort. Sublot 4 - Remote/Online Group Tuition Specialist group tuition delivered through online learning platforms. Soft market testing The Royal Borough of Greenwich is seeking to engage with providers of Tuition Services as part of a soft market testing exercise to inform the future commissioning of these services. This opportunity is aimed at gathering feedback from providers who deliver high-quality, tailored tuition support for children and young people who require additional educational support outside of mainstream school settings. This includes 1:1 or small group tuition, online, in-person and hybrid, in core subjects such as English, Maths, and Science, or other areas of the National Curriculum. We are particularly interested in understanding the range of services available, the potential costs, delivery models, and innovative approaches that providers can offer to meet the educational needs of pupils. The aim of this exercise is to ensure that any future procurement reflects the market's capacity and best practices.
