Summary of the contracting process

The Royal Borough of Greenwich is procuring education and training services for children and young people who cannot access, engage with or thrive in mainstream education, including those with special educational needs and disabilities up to age 25. The open framework covers three service areas delivered in Greenwich: full-time Alternative Provision for secondary pupils who are permanently excluded, at risk of exclusion or unable to engage; vocational and alternative curriculum combining practical accredited learning with academic subjects and careers support; and individualised Education Outreach and Inclusion Support to prevent exclusions, sustain placements and support reintegration. The framework may also be accessed by Greenwich maintained schools, academy trusts and other local authorities at the Council’s discretion.

The procurement has reached award stage. Lot 1, Alternative Provision, was awarded on 31 July 2026 to Pulse & Water Learning, SV Academy and Wize Up (Greenwich), at £15,000,000 excluding VAT (£18,000,000 including VAT). Lot 2, Vocational and Alternative Curriculum, was awarded on 31 July 2026 to Study Mind, Our Future Tutoring Services, Philip Training Centre, SV Academy and Y.O.U.R Beauty School CIC, at £6,000,000 excluding VAT (£7,200,000 including VAT). Lot 3, Education Outreach and Inclusion Support, was awarded on 31 July 2026 to Education and Family Wellbeing Service, Study Mind, Mentis D, Power2, SV Academy, MQM Collections and Philip Training Centre, at £4,000,000 excluding VAT (£4,800,000 including VAT). The open competitive flexible procedure evaluated quality at 70% and price at 30%. The framework runs from 1 October 2026 to 30 September 2029, with possible extension to 30 September 2031. The standstill ends on 24 August 2026 and signature is scheduled for 24 September 2026.

This opportunity demonstrates established demand for specialist education providers able to support vulnerable pupils with behavioural, social, emotional and educational needs. Credible future suppliers would need capacity to deliver either full-time placements of at least 25 hours a week in a Department for Education-registered school, or at least 18 hours a week of vocational education with recognised qualifications, practical subjects and routes into employment, apprenticeships or further education. Outreach providers would need to deliver flexible hourly interventions, work effectively with schools, SENCOs and Inclusion Leads, and support prevention of suspension or exclusion, reintegration and educational continuity. SMEs and voluntary, community or social enterprises were considered suitable, while quality-led evaluation shows that service outcomes and delivery capability are central to competing.

Notice Description

Royal Greenwich Council is establishing an open framework for the provision of Alternative Provision, Education Outreach and Inclusion Services. The initial term of the Framework shall be three (3) years, with the option to extend for further period (s) up to twenty-four (24) months, at the sole discretion of the Authority. The Framework will provide access to specialist providers delivering outcome focused education services to support vulnerable children and young people who are unable to access, engage with, or thrive within mainstream educational settings. To also work towards successful transition to education, employment or training post-16 at the end of Key Stage 4. The objectives of the services are to provide a flexible response to either compliment, or provide an alternative to the teaching and learning available within mainstream and specialist provision or for children not engaged in education. The Framework will support children and young people of statutory school age, and young people up to the age of 25 with an Education, Health and Care Plan (EHCP), where appropriate. The Framework is divided into three Lots. Lot 1 - Alternative Provision Lot 1 Alternative Provision will deliver a minimum of 25 hours (full-time) per week of education placements within a Department of Education (DfE) registered school on-site for secondary-aged pupils (Key Stages 3 and 4) who are permanently excluded, at risk of exclusion, or unable to engage with mainstream education. Lot value (estimated) PS15,000,000 excluding VAT PS15,000,000 including VAT Framework lot values may be shared with other lots Lot 2 - Vocational and Alternative Curriculum Lot 2 Vocational and Alternative Curriculum will deliver a minimum of 18 hours per week of vocational education, primarily for Key Stage 3 and 4 pupils, combining practical, accredited learning with pathways into employment, apprenticeships, or further education. Placements shall include recognised vocational qualifications in practical courses such as motor mechanics, bricklaying, plumbing or hairdressing as well as core academic subjects, and embedded careers support. Lot value (estimated) PS6,000,000 excluding VAT PS6,000,000 including VAT Framework lot values may be shared with other lots Lot 3 - Education Outreach and Inclusion Support Lot 3 Education Outreach and Inclusion Support will deliver individualised interventions on an hourly basis to help prevent suspension, exclusions and sustain education placements. Providers collaborate with schools, SENCOs, and Inclusion Leads to support Children with emerging Social, Emotional and Mental Health (SEMH) needs and behavioural challenges. Soft market testing Royal Borough of Greenwich is seeking to engage with providers of Alternative Provision (AP) placements, and education outreach providers, as part of our soft market testing exercise. This process aims to explore the capabilities, innovations, and interest of providers in delivering services that meet the needs of children and young people requiring alternative provision, as well as those who need reintegration and education outreach support to remain engaged in their learning. We are requesting feedback from experienced providers across two key service areas: 1. Alternative Provision (AP) Placements Providers who can deliver flexible, high-quality education services to students unable to attend mainstream settings. We are particularly interested in services that support students with complex behavioural, social, or educational challenges in a safe and inclusive environment. Providers should offer a range of educational options, including vocational training, therapeutic interventions, and innovative learning models such as online or blended learning. 2. Education Outreach and Inclusion Support This requirement focuses on supporting students who are on roll at an education setting but require additional intervention to re-engage with their studies. The goal of this lot is to provide targeted early intervention, re-integration, and outreach services that promote educational continuity and successful transitions between settings. a. Support students' engagement while they remain enrolled in mainstream education setting. b. Facilitate the smooth transition for students moving into an AEP or Pupil Referral Unit (PRU) placement. c. Assist with reintegration back into mainstream schooling following an AEP placement. Providers are encouraged to participate in a soft market testing exercise.
