Summary of the contracting process

Hertfordshire County Council is buying county-wide domestic abuse support for people living in safe accommodation. The service is intended for adults, children and families, as well as pets fleeing domestic abuse. It must provide safe, trauma-informed, joined-up support that helps survivors achieve safety and recovery and move towards stable housing, meeting the Council’s duties under the Domestic Abuse Act 2021. This is a social work and support service, including support associated with accommodation, counselling and guidance. Delivery covers Hertfordshire. The opportunity is presented as one county-wide service rather than separate geographic lots. The Council says the detailed requirements are set out in the service specification and contract documents.

The Council invited tenders through an open procedure. The tender deadline was 12 noon on 20 November 2026; questions had to be submitted by 12 noon on 6 November 2026. The planned award decision date was 20 January 2027. The initial contract period runs from 1 July 2027 to 30 June 2030, with two possible one-year extensions, giving a maximum term of five years. The stated contract value is £10.5 million excluding VAT and £12.6 million including VAT. Quality accounts for 100% of the award score; the Council directs bidders to its tender instructions for the detailed criteria. Electronic submission is permitted, and tenders must be in English. The Council may award only part of the opportunity or stop the procurement without making an award. Contract requirements depend on available funding, supplier performance and changing demand.

The requirement suits providers able to deliver specialist domestic abuse support across Hertfordshire, working with adults, children and families affected by abuse and accommodating the needs of pets. The Council has identified possible local government reorganisation as a delivery risk: if it proceeds, the contracting authority, service scope or delivery boundaries may change, and the contract could transfer to successor authorities. Tenderers must also protect confidential, commercially sensitive TUPE employee liability information and comply with data protection requirements; the confidentiality undertaking applies even if they do not submit a bid. SMEs and voluntary, community and social enterprises are considered suitable to compete.

Notice Description

Hertfordshire County Council is currently out to procurement for the Provision of Domestic Abuse Support within Safe Accommodation The Service Specification is for the county wide provision of support for survivors of domestic abuse within safe accommodation, in line with the Statutory Duty placed on Local Authorities in the Domestic Abuse Act 2021 ("the Act"). The purpose of the Service will be to provide safe, trauma informed wrap-around support for adults, children, families and pets fleeing domestic abuse in safe accommodation, enabling safety, recovery and move on into stable housing. Full details are in the Instructions to Tenderers and Specification, Schedule 1 of the Contract Document This procurement is an open process. Organisations wishing to take part in this project are invited to 'express an interest' and also 'opt in' which will give access to the full procurement documents in the e-tendering system. To be considered as a Tenderer you must complete and submit a Tender by the deadline of 12 noon on the 20th November 2026 Please allow sufficient time to make your return, as Tender submissions cannot be uploaded and submitted after this return deadline. Renewal: The Contract Period for this Contract is an initial period of three (3) years with the option to extend up to a further one (1) year plus one (1) year. Therefore, the maximum duration of this Contract could be five (5) years.
