Planning Information

Through this Preliminary Market Engagement exercise (PME), the Council is seeking to improve their understanding of the latest developments in recycling, reprocessing, and recovery of recyclables and how they might incorporate any developments they deem relevant in their tender documentation. This PME will consist of a questionnaire which aims to gather information on solutions that prioritise waste management options within the waste hierarchy and address the following requirements (but are not limited to): • Capacity and Capability of the Providers in the Market The Council would like a better understanding of the current marketplace and whether it is capable of providing the safe removal and recycling, reprocessing and recovery of a range of recyclables. • Transportation Costs The Council would like a better understanding of pricing variances if transportation is included in the recycling, reprocessing and recovery costs. • Upcoming Legislation The Council would like a better understanding of methodologies that are available to remain compliant with persistent organic pollutants (POPs) guidance. • Market Changes The Council would like a better understanding of any anticipated market changes that would affect the pricing for recycling, reprocessing and recovery of materials. In addition, depending on the volume of responses, the Council may wish to follow up the questionnaire with face to face or virtual meetings with respondents. Each meeting will provide an opportunity for further mutual understanding of the individual response and any potential issues around this procurement including, but not limited to any risks or issues that may not have previously been considered.
