Summary of the contracting process

The Northern Ireland Assembly Commission is in the planning stage of procuring a framework for the provision of temporary workers, with an emphasis on recruitment services in the Belfast area. Classified under the central government public authority, this procurement process is currently at the engagement phase. Key dates for engagement activities are scheduled, beginning with the release of the PME document on 3rd July 2025, with responses due by 31st July 2025. Subsequent supplier presentations and follow-up meetings are planned for mid to late August 2025. The framework is expected to be divided into lots, lasting up to 48 months, and anticipates a contract start date of 28th June 2026.

This tender offers businesses in the recruitment sector an opportunity for growth, particularly those experienced in supplying temporary staff and handling workforce management. Companies that can effectively manage the comprehensive needs specified, such as payroll administration and performance oversight, and adapt to the scalable demands of a central government entity will find this an exceptional opportunity. The anticipated framework agreement encourages multi-supplier involvement, thereby providing a platform for small to medium enterprises to compete for significant public sector contracts.
