Summary of the contracting process

The London Borough of Hackney procured design-and-build main contractors to develop new social-rent housing at two infill sites in Hackney: Blackwell Close Garages, E5 0TA, and Morris Blitz Court Area Housing Office, 101 Farleigh Road, N16 7TE. The works include new homes and associated public realm improvements. Each site was treated as a separate construction lot, with standalone delivery arrangements, although the Council considered appointing one contractor for both where this offered the best outcome. The procurement is relevant to principal contractors and construction businesses able to manage residential design and construction, site delivery and associated external works in London. The recorded procurement category is construction works (CPV 45000000).

The procurement has been awarded following a selective, multi-stage competitive flexible procedure. Three valid bids were received for each lot. Lot 1, Blackwell Close, was awarded to ALEXANDER JAMES CONTRACTS LIMITED on 14 August 2026 for £8,890,816 excluding VAT (£10,668,979.20 including VAT), with a contract period from 3 September 2026 to 3 September 2028. Lot 2, Morris Blitz Court, was awarded to KIND & CO. (BUILDERS) LIMITED on 14 August 2026 for £9,216,658 excluding VAT (£11,059,989.60 including VAT), also running from 3 September 2026 to 3 September 2028. The tender required bids for both lots, with prices for each and a combined price. Evaluation weighted quality method statements at 60% and price at 40%.

For a supplier that did not win, this award demonstrates Hackney’s demand for substantial social-rent housing delivered through design and build, with public realm works forming part of the requirement. A credible future competitor would need to act as a main contractor, coordinate design and construction across residential development sites, and manage delivery under a JCT Design and Build 2024 contract, as amended. The procurement also shows that Hackney expects bidders to address quality through detailed method statements rather than compete on price alone. Relevant experience of affordable residential schemes in Hackney or the wider London area, the organisational capacity to manage parallel site activity, and the ability to deliver low-energy or Passivhaus-standard housing would strengthen a supplier’s position when this type of requirement returns.
