Summary of the contracting process

Northern Ireland Water Limited is buying services to collect, haul, treat, dispose of and, where possible, recycle residuals or sludge cake from potable water treatment works operated by NI Water and NI Water Alpha. The requirement covers approximately 25,200 tonnes a year across Northern Ireland. Suppliers must provide environmentally compliant recycling routes or use disposal sites approved and certified by the Northern Ireland Environment Agency. The work is divided between residuals from NI Water sites and residuals from NI Water Alpha sites. This is a utilities services procurement for businesses involved in sludge management, waste transport, treatment, recycling or certified disposal.

The process has reached tender: the buyer invited offers through a selective competitive flexible procedure, with tenders submitted via eTendersNI. Enquiries were due by 9 September 2026 at 12 noon and tenders by 14 September 2026 at 12 noon. The planned award decision date is 23 November 2026. Contracts are scheduled to run from 7 February 2027 to 6 February 2029, with extensions available to 6 February 2032. The estimated gross value is £8,640,000. Lot 1, covering NI Water sites, is valued at £6,480,000; Lot 2, covering NI Water Alpha sites, is valued at £2,160,000. Both lots are assessed on 70% cost and 30% quality, and additional services or goods may be purchased.

This opportunity suits waste management and environmental services businesses with the operational capacity to collect and transport substantial volumes of water-treatment residuals or sludge cake across Northern Ireland. Suppliers should be able to provide reliable haulage, appropriate treatment or recycling infrastructure, and compliant final disposal arrangements. Strong candidates will have access to environmentally certified recycling routes and, where recycling is not possible, Northern Ireland Environment Agency-approved and certified disposal sites. Experience managing regulated waste streams, coordinating collections from multiple water treatment works and maintaining robust environmental compliance will be relevant. Businesses able to demonstrate dependable service delivery, suitable transport resources and credible quality controls are well placed to compete on both lots.
