Summary of the contracting process

The Home Office is currently in the planning stage of a procurement process for the "Bridging Accommodation and Services Project" (BASP), which aims to secure accommodation services to support the Government’s hotel exit plan for asylum seekers. This opportunity focuses on the provision of safe and fully equipped accommodation within the United Kingdom. Key deadlines include a Market Engagement Day on 21 July 2025, with responses for the Request for Information (RFI) due by 31 July 2025. The primary industry category for this procurement is services, and it offers a substantial opportunity as the contract period is set to begin on 8 June 2026 and could extend up to 2034. The procurement process is tailored to encourage participation from SMEs and VCSEs.

This procurement process represents a significant opportunity for businesses specialising in accommodation services, residential property management, modular building solutions, and social work with accommodation to expand their portfolios. The planned engagements and open invitation for supplier feedback allow businesses capable of providing comprehensive solutions to cater to the Home Office’s requirements. Companies with experience in handling government contracts, especially those familiar with accommodating vulnerable populations, may find a valuable niche in this initiative. The project's extensive scope and the potential for renewal amplify the opportunity for sustained business growth.

Notice Title

Bridging Accommodation and Services Project

Notice Description

The Bridging Accommodation and Services Project (BASP) has been established to support the Government's plan for hotel exit. The Home Office will be coming to market for supplier(s) who can; Identify and acquire safe, habitable, and fully equipped accommodation that is fit-for-purpose, in locations agreed with the Home Office, to fulfil its statutory obligations to prevent asylum seekers living destitute on the streets. The procurement of accommodation management and other wraparound support services for BASP will be conducted separately from this procurement activity. The content of this Notice, including the nature of works and services including start date of contract, may be the subject to change.

Planning Information

The BASP Team will carry out the engagement to gain feedback from suppliers on their capability, capacity and interest to deliver the outlined requirements of BASP. In the event of high demand, the Home Office reserve the right to limit attendance to ensure fair and manageable engagement. Where attendance is limited, efforts will be made to ensure a representative cross-section of the market is included.
