Summary of the contracting process

Warwickshire County Council is conducting a preliminary market engagement focused on "Market Testing for Block Contracts for Residential Care Homes (with or without Nursing) for Older People" within the health and social work services sector. This market engagement exercise is in the planning stage and aims to gather insights from residential care providers about future commissioning, specifically for block bed arrangements in the Warwickshire region. Interested parties must express their interest via Warwickshire's e-tendering system, CSW-JETS, before the scheduled milestone due date of 31st August 2025. This procurement initiative falls under the "services" category, indicating a specific interest in light-touch regimes above the procurement threshold.

This tender provides significant opportunities for businesses specializing in health and care services to expand their operations and secure stable, long-term contracts. Smaller enterprises (SMEs) and organisations in the voluntary, community, and social enterprise (VCSE) sectors are encouraged to participate, with a contract period potential start from August 2026 to July 2031, and possible extension to 2033. These block contracts ensure a constant demand for care home services, predictable income, and streamlined administrative duties, advantageous for providers looking to secure a reliable revenue stream while contributing to community care projects.

Notice Title

Market Testing for Block Contracts for Residential Care Homes (with or without Nursing) for Older People

Notice Description

This is a preliminary market engagement exercise. The Council is seeking views from providers of residential care (with or without nursing care) on the future commissioning of block bed arrangements in Warwickshire. The Council currently holds block contracts for 258 beds in care homes in Warwickshire for people aged 65+. The Council pays a rate of around PS750 per bed per week for an allocation of beds with each contracted provider and the provider and the Council work to ensure that the utilisation of this capacity is managed closely and void levels are at a minimum during the contract. The Council and the providers recognise that the block contracts have a number of benefits: Confirmed supply of beds at affordable rates for WCC; Reliable demand and income for the care homes; Faster referral and admission times, and minimal contracting admin for each new person moving into a block bed. The Council wishes to increase the number of beds it block contracts. This would include more beds at the current block rate levels, but the Council would also be interested in care home providers proposals about block contracting for services to meet the needs of people with higher support needs than could be arranged at the current fee levels. If you have any questions regarding this Market testing exercise, then please contact absa@warwickshire.gov.uk or raise a query using the correspondence function.
