Summary of the contracting process

The contract for the provision of Passport Manufacturing and Personalisation Services is being managed by the Home Office, located at 2 Marsham Street, London. This procurement is in the planning stage, focusing on securing services for producing and personalising UK passports. Currently, the Home Office is conducting its second round of market engagement for this procurement process. Interested suppliers must register on the Home Office’s eSourcing Portal (JAGGAER) and complete necessary steps by 19th December 2025 to participate in the Market Engagement Event on 13th January 2026. This procurement process aims to replace the existing contract in 2027 and involves engagement through a competitive tender process, scheduled to continue until the projected contract start date of September 2027.

This tender presents a significant opportunity for businesses, particularly those specialising in secure document manufacturing, biometric technologies, and digital printing services. Companies with a focus on secure design, manufacturing, and integration of advanced technologies such as biometric sensors stand to benefit greatly. Given the scale of the project, with a potential contract value of up to £360 million GBP, it is suited to businesses capable of fulfilling large-scale, complex governmental contracts and those interested in contributing to critical national infrastructure. SMEs are explicitly encouraged to participate, indicating opportunities for a diverse range of suppliers, provided they comply with the international standards required for such high-security documents.
