Notice Description
Birmingham Women and Children's NHS Foundation Trust, as Lead Provider of the West Midlands CAMHS Provider Collaborative (https://toucanwestmids.nhs.uk/), commissioned the following Services for children and young people aged 13-18 who require intensive mental health treatment to support discharge and step down from hospital:<br/>1) Eating Disorder Day Care Services;<br/>2a) Eating Disorder Intensive Support at Home Service (ED-ISH) covering Coventry and Warwickshire; and<br/>2b) Eating Disorder Intensive Support at Home Service (ED-ISH) covering Herefordshire and Worcestershire<br/>This is a Provider Selection Regime (PSR) confirmation of contract award notice. The contracts have been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. These contracts have now been formally awarded using the Competitive Process.<br/><br/>The contract award concluded 12th November 2025 with the contract period being December 2025 until March 2027.<br/>The lifetime value of the contracts are:<br/>* Lot 1 Eating Disorder Day Care Service PS1,133,164 <br/>* Lot 2a Eating Disorder Intensive Support at Home (ED-ISH): Coventry and Warwickshire PS454,510 <br/>* Lot 2b Eating Disorder Intensive Support at Home (ED-ISH): Herefordshire and Worcestershire PS384,979.84<br/><br/>No reviews were applicable during the standstill period.<br/>There were no declared conflicts or potential conflicts of interest of individuals making the decision.

Key Criteria: Lot 1 ED Day Care
This notice serves as the intention to award a contract under the Competitive Process.
The successful provider will deliver an Eating Disorder Day Care Services for children and young people aged 13-18 within the West Midlands.
This service is an enhanced specialised service and has been awarded to a new provider.
As a result of this Competitive Process a contract will be awarded to the successful provider for an initial period of 15 months, commencing from 01st December 2025. It is anticipated that the service provision resulting from this Competitive Process will have a value of PS1,133,164 for the contract period. Additional information: This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority by midnight 11th November 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

Lot 2 Eating Disorder Intensive Support at Home ServicesLot 2: Eating Disorder Intensive Home Support provision for children and young people within the West Midlands (aged 13-18) who require intensive mental health treatment to support discharge and step down from hospital.
The service and provider will need to be registered with the Care Quality Commission to provide mental health services.
The service aims are to:
* Provide time-limited intensive person-centered intervention within the young person's home environment to avoid unnecessary admission
* Support timely discharge from acute paediatric wards and offer intensive support as an alternative to continued inpatient treatment.
* Support young people to receive timely and effective care in the least restrictive environment.
* To provide a range of therapeutic interventions to support children/young people's recovery.
* To provide information to the young person and their families and provide interventions that are tailored to their age and level of development.
* Be NICE Guideline (NG69) compliant, which recommends most people with eating disorders are treated on an outpatient basis with evidence-2 based therapies such as Eating Disorder Focused Cognitive Behavioural Therapy (CBT-ED) and family-based treatment.
The proposed service model should cover the following minimum requirements:
* Service should focus on intensive support within the young person's home environment, with a range of therapeutic, evidence based treatment approaches deployed
* Interventions should be tailored to meet individual young person's and their family's needs at time of assessment
* Service should be operational seven days per week and provide support as appropriate into the young person's home and/or school setting, with the accepted young people having intervention(s) up to four times daily (as determined appropriate at time of assessment and formulated within their care plan
* Most interventions from the ED-ISH should aim for around 14 weeks of input, though length of time input required should be based on clinical need
* The ED-ISH should provide a highly structured programme of intensive support that combines education, therapy and support with meal times and meal planning.
* ED-ISH should also consider support to parents/carers and families of the young person, which may be undertaken separately to the intervention with the young person.
* The service should have capacity to provide intensive input up to four times daily for at least 14 weeks to between 3 and 5 young people at one time.
The contract value (per annum) is PS837,497 for activity across all Lot 2.
The estimated contract value per annum has been calculated based on the model staffing requirements in the service specification to deliver circa 3,840 contacts per annum. We expect providers to tailor their workforce model and costs relative to the number of contacts they expect to deliver.
This is a new service model for Children and Young People's Intensive Mental Health Services (CYPIMHS), as such, the successful Provider is expected to be fully operational, providing services from 1st April 2026.
The Contracting Authority will be using an eTendering system for this exercise. Additional information: Any award of contract for this requirement is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply. In addition, neither the placement of this notice nor any subsequent notice shall bind the Commissioner to the award of any contract.

It is anticipated that the service provision resulting from this Competitive Process will have a value of PS384,980 for the contract period. Additional information: This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority by midnight 11th November 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.<br/>Any representations should be sent via the messaging portal within the Atamis project.<br/>The award decision-makers are West Midlands CAMHS Provider Collaborative. The decision to award the contract was made by West Midlands CAMHS Provider Collaborative Chief Finance Officer. <br/>Conflicts of interest identified amongst the group: 0. <br/>The Basic Selection Criteria scoring methodology was either Pass/Fail or For Information<br/>The Key Criteria were scored sub-weighted questions, as follows:<br/>Quality and Innovation - 30.00%<br/>Value - 10.00%<br/>Integration, Collaboration and Service Sustainability - 43.00%<br/>Improving access, reducing health inequalities and facilitating choice - 07.00%<br/>Social value - 10.00%<br/>Herefordshire and Worcestershire Health and Care NHS Trust passed the Basic Selection Criteria and received the highest combined overall weighted Key Criteria score out of 100.00%.
