Summary of the contracting process

The NHS Bedfordshire, Luton and Milton Keynes Integrated Care Board has formally awarded a contract for the Provision of Primary Medical Services at Putnoe Medical Centre in Bedford, under the Health Care Services (Provider Selection Regime) Regulations 2023. This service falls within the general-practitioner services category. The procurement process concluded on 1st April 2026, with the contract commencing on that date and running for a period of five years until 31st March 2031. This direct award, following Process C, involves no competitive tendering process due to the unique relationship and established service delivery by the existing provider, Putnoe and Linden Group Limited. The contract’s total value is approximately £11,454,187.04, influenced by national negotiations on primary care medical services.

This tender provides substantial opportunities for business growth, particularly for SMEs in the healthcare sector capable of delivering consistent general practice services. Businesses with a strong local presence in the Bedford area, which can demonstrate a capacity to innovate while maintaining high standards of service and value for money, will find this contract particularly suitable. The ongoing collaboration and integration with existing healthcare frameworks, aimed at reducing health inequalities and facilitating choice, stress the importance of social value and service sustainability as key considerations for potential bidders. Therefore, providers with a well-established relationship within local healthcare networks are ideally positioned to leverage this opportunity for expansion.

Notice Title

Putnoe Medical Centre APMS Contract [Direct Award Process C]

Notice Description

NHS Bedfordshire, Luton and Milton Keynes Integrated Care Board (ICB) have awarded an APMS contract for the Provision of Primary Medical Services at Putnoe Medical Centre in Putnoe, Bedford.

Lot Information

Lot 1

The contract is to deliver Primary Care Medical Services at Putnoe Medical Centre in Putnoe, Bedford.

NHS Bedfordshire, Luton and Milton Keynes ICB intends to award a contract to the existing provider, Putnoe and Linden Group Limited via Direct Award Process C as described in Regulation 9 of the Health Care Services (Provider Selection Regime) Regulations 2023.

As the provider of APMS services at Putnoe Medical Centre, Putnoe and Linden Group Limited has established relationships in the locality, and with the ICB team. It continues to provide improved services and has an established local workforce. All parties acknowledged that the current provider works well with partners, supports patients and staff well and is responsive to necessary change. Due to the limited previous interest shown in providing APMS services to the practice population, there have historically been difficulties with securing primary medical services in this area, and the provider has worked well to provide the services required. In light of the above, the preferred option is to continue to commission services from Putnoe and Linden Group Limited under a Direct Award Process C (DAP C), i.e.

- the provider is currently delivering the contract requirements.
- there is no change proposed to the current contract funding mechanism services provided, or contract type.
-this award is compliant with no breach to financial envelope.

The contract start date is 1st April 2026 for a period of 5 years until 31st March 2031.

The approximate total lifetime value of the contract is estimated to be PS11,454,187.04 (Annual value of PS2, 290, 837.40) and is subject to national negotiations of primary care medical services.
