Summary of the contracting process

The Health and Safety Executive (HSE), based in Liverpool, is conducting an open procurement process for the supply of unrefrigerated liquid CO2, titled "HSE RFQ - CO2 SUPPLY". This tender focuses on the procurement of 10.5 tonnes of liquid CO2 with a purity of 99.8% or better, required in a specific manifolded cylinder pallets format. The procurement falls under the industry category "Gases", with a gross contract value estimated at £28,800. The tender stage is currently active, with submissions closing on 1st August 2025, and the contract commencement date scheduled for 8th August 2025. Interested suppliers must submit their proposals via the HSE In-Tend supplier e-procurement portal.

This tender presents an opportunity for businesses specialising in gas supply, particularly those capable of meeting the stringent purity and technical specifications associated with liquid CO2. Companies equipped to provide the necessary equipment and logistics support, especially small and medium enterprises (SMEs), are well-placed to compete, given the procurement's suitability criteria. Engaging in this tender offers the potential for business growth through securing a contract with a central government public authority, the Health and Safety Executive, which could lead to further opportunities within the public sector.

Notice Title

HSE RFQ - CO2 SUPPLY

Notice Description

HSE is seeking a supply of 10.5 tonnes of unrefrigerated liquid CO2 with a purity of 99.8% or better. Refrigerated CO2 is not suitable for the purposes of this project. The required method of supply is in manifolded cylinder pallets (MCPs), where each cylinder in the MCP is fitted with a siphon tube for liquid CO2 withdrawal. The connection onto MCPs should be a BS 341 No. 8 connection. It is expected that the manifolded cylinder pallets themselves would remain the property of the supplier. The MCPs will be stored on a dedicated concrete pad, separated from other hazardous substances, on HSE's secure site in Buxton.
