Summary of the contracting process

Wolverhampton City Council, a public authority within the sub-central government classification, is currently in the planning stage of procuring a new Waste Management System. This initiative falls under the goods category, specifically targeting software packages and information systems. The programme aims to integrate waste services, street cleansing, and grounds maintenance into a single, efficient platform to improve operational efficiency and service delivery. Located in Wolverhampton, UK, this preliminary market engagement process includes a market test closing on 6th August 2025, ahead of a contract period scheduled to begin on 1st November 2025 and lasting five years until the end of October 2030. Interested parties are encouraged to respond to a short questionnaire to aid the council's understanding of current market capabilities.

This tender offers lucrative opportunities for businesses specialised or emerging in software development, particularly those adept in integrated management systems. Small and medium-sized enterprises (SMEs) and voluntary organisations could find this contract particularly accessible, as suitability criteria are favourable for such entities. Businesses that can provide innovative solutions for the coordination of waste management services and improve operational efficiencies stand a good chance of thriving in this engagement, potentially leading to long-term collaboration with Wolverhampton City Council and aligning with public service objectives. Engaging in this opportunity could not only expand market presence but also foster growth by participating in a significant public sector initiative.

Notice Title

Waste Management System (CWC25114MW)

Notice Description

Wolverhampton City Council are conducting a Preliminary Market Test for a Waste Management System. Following the Simpler Recycling announcement in October 2023, the council is undertaking a review of its long-term waste disposal needs, as well as developing a new food waste service for implementation in line with statutory requirements from 1 April 2026. The Council would like to explore the options for a multi-functional management system that integrates Waste Services, Street Cleansing, and Grounds Maintenance. The goal would be to improve operational efficiency, enable better coordination of resources, and provide greater visibility across teams. By consolidating these services into a unified platform, we aim to: * Streamline scheduling and deployment of crews and vehicles. * Enhance data sharing and reporting across service areas. * Simplify issue tracking and resolution for both staff and the public. * Support mobile working and real-time updates from the field. * Improve accountability and performance monitoring for in-house teams and contractors. This integrated approach will reduce duplication, increase responsiveness, and support our wider goals for delivering high-quality, sustainable public services. To progress and develop how waste services are recorded and delivered the Council is looking to understand what opportunities and constraints currently exist in the waste management markets, supporting industries and supply chains to aid its decision making. Interested suppliers are invited to participate by completing a short questionnaire. This will be used for information-gathering purposes and will help the Council understand the current market offerings and innovations. The Council may decide to progress with demonstrations or discussions with suppliers following the closing date. If you would like to participate, please complete the Preliminary Market Engagement Questionnaire using the following link, https://procontract.due-north.com/Advert?advertId=347e2cc5-5961-f011-813a-005056b64545&p=cdcfff6b-8cbd-e611-8118-000c29c9ba21 The closing date for submission is 12 midday 6th August 2025.
