Summary of the contracting process

Wolverhampton City Council is in the planning stage for a new Waste Management System project, seeking to develop a multi-functional system integrating Waste Services, Street Cleansing, and Grounds Maintenance. The initiative, prompted by the 2023 Simpler Recycling announcement, aims to improve operational efficiency and resource coordination while delivering sustainable public services. The council is conducting a preliminary market engagement to understand current market conditions, offering an opportunity for interested suppliers to submit input by 6th August 2025. The procurement process, focused on software packages and information systems, is currently being planned with contract commencement expected from 1st November 2025 for a five-year term, situated in Wolverhampton, UK.

This procurement presents a significant opportunity for businesses specialising in software and systems integration, particularly small and medium enterprises (SMEs) and voluntary, community and social enterprises (VCSEs). By participating in the preliminary engagement, businesses can help shape the council's approach and potentially influence the final specifications of the tender. Companies experienced in waste management solutions and those capable of providing innovative, integrated systems will be well-positioned to compete in this tender, allowing them to contribute to the advancement of digital public service infrastructures while expanding their market presence in the public sector.

Notice Title

Waste Management System (CWC25114MW)

Notice Description

Wolverhampton City Council are conducting a Preliminary Market Test for a Waste Management System. Following the Simpler Recycling announcement in October 2023, the council is undertaking a review of its long-term waste disposal needs, as well as developing a new food waste service for implementation in line with statutory requirements from 1 April 2026. The Council would like to explore the options for a multi-functional management system that integrates Waste Services, Street Cleansing, and Grounds Maintenance. The goal would be to improve operational efficiency, enable better coordination of resources, and provide greater visibility across teams. By consolidating these services into a unified platform, we aim to: * Streamline scheduling and deployment of crews and vehicles. * Enhance data sharing and reporting across service areas. * Simplify issue tracking and resolution for both staff and the public. * Support mobile working and real-time updates from the field. * Improve accountability and performance monitoring for in-house teams and contractors. This integrated approach will reduce duplication, increase responsiveness, and support our wider goals for delivering high-quality, sustainable public services. To progress and develop how waste services are recorded and delivered the Council is looking to understand what opportunities and constraints currently exist in the waste management markets, supporting industries and supply chains to aid its decision making. Interested suppliers are invited to participate by completing a short questionnaire. This will be used for information-gathering purposes and will help the Council understand the current market offerings and innovations. The Council may decide to progress with demonstrations or discussions with suppliers following the closing date. If you would like to participate, please complete the Preliminary Market Engagement Questionnaire using the following link, https://procontract.due-north.com/Advert?advertId=347e2cc5-5961-f011-813a-005056b64545&p=cdcfff6b-8cbd-e611-8118-000c29c9ba21 The closing date for submission is 12 midday 6th August 2025.
