Summary of the contracting process

Forestry and Land Scotland (FLS) is currently in the planning stage of a procurement process for the provision of Bridge and Reservoir Inspection Services. This engagement involves the services industry, specifically focusing on horticultural, architectural, and engineering inspection services. The procurement process is categorised under the main procurement category of services, with the procurement intended to cover various regions across Scotland, including North Highland, South Scotland, and much of the West. A key deadline for interested parties to provide feedback through a Supplier Engagement Questionnaire is set for 4th August 2025. This procurement aligns with the Prior Information Notice (PIN) strategy, indicating that it is an information-gathering and market engagement exercise rather than an immediate call for competition.

This engagement is set to explore future outsourcing opportunities owing to the expiration of current contracts and anticipated staffing changes. Businesses with expertise in bridge, reservoir, and technical inspections will find significant opportunities, especially those ready to provide engineering consultancy or manage inspection routines and safety assessments. The tender is well-suited for firms that have experience working with government or public sector infrastructure projects, particularly those with capabilities in handling environmentally regulated sites such as reservoirs overseen by SEPA. By participating in this market engagement, businesses can position themselves effectively to influence and respond to the upcoming contract awards that are scheduled to occur within the next few months.
