Summary of the contracting process

Northumberland County Council is planning a procurement process for the provision of "Overnight Short Break Services for Children with Disabilities." This initiative falls under the social work and related services category, aiming to deliver services to children and young individuals aged 6-18 years with moderate to severe learning disabilities and complex needs, including challenging behaviours and various disorders. The procurement, classified as a "light touch" open procedure, is to be conducted in the UKC21 region, with the contract period scheduled from 1st September 2025 to 31st August 2028. Key deadlines include a tender submission end date of 15th August 2025 and an award period concluding on 31st August 2025. This procurement stage is currently in the planning phase, with a future notice date set for 1st August 2025.

This tender offers significant opportunities for businesses specialising in delivering social work and related services to a vulnerable demographic. Companies with experience in handling complex health needs and delivering services that enhance the personal development and leisure options for children would be well-suited for this tender. Additionally, firms familiar with operating in regions witnessing a service and provider deficit will find substantial growth potential. Businesses that excel in recruiting and retaining skilled professionals, while safely handling diverse and complex needs, are encouraged to participate. Engaging in this contract could elevate a company's profile within the public sector, particularly in social services for children with disabilities.

Planning Information

As there is a lack of sufficiency within Northumberland, we would like to seek views from the market to help us to overcome some of the challenges that we are facing. These include: Levels of assessed need for services (demand) is outstripping supply. A limited number of providers operating within Northumberland and the wider area who can offer a service to children. Providers experiencing recruitment and retention difficulties. The ability to support complexity of presenting need safely and appropriately Meeting the needs of children across a wider geographical footprint. The information provided will help us to identify whether a procurement exercise would attract sufficient interest in the provision of Overnight Short Break Services for Disabled Children and if so, what this model would look like. We would welcome your views in response to the questions shown no later than Wednesday 30th July. https://forms.office.com/Pages/DesignPageV2.aspx?origin=ShareFormPage&subpage=design&m2=1&id=3qkTu5CC8EKpgNw73-cPQFFD5YY874ZLiCcwsIFoeIJUN0hPNUZGMTEwMllORFZQVVM4UVgzRERFSS4u
