Summary of the contracting process

Kent and Medway Towns Fire and Rescue Authority procured firefighter personal protective equipment under the NFCC National Firefighter PPE project, specifically Lot 5 for gloves. The requirement covers the supply of fire structural gloves and technical rescue gloves for firefighting, rescue and safety operations. The goods are intended for participating public authorities across the United Kingdom, including England, Scotland, Wales and Northern Ireland, as well as Jersey and Guernsey. The framework can be used by permitted authorities listed in the framework agreement, allowing those organisations to place call-off orders for the required gloves. This is a goods procurement focused on specialist protective equipment rather than general workwear or routine clothing.

The procurement is complete and has been awarded through an open competitive flexible procedure. Three suppliers were selected: FLAMEPRO GLOBAL Ltd, Eagle Technical Products Ltd and Southcombe Brothers Ltd. The recorded awarded value is £18,555,191.15 gross. The award date was 26 March 2026, the standstill period ended on 20 April 2026, and the contract was signed on 10 July 2026. The active contract period runs from 11 July 2026 to 9 July 2034. It is an open framework with reopening of competition for call-off agreements and a maximum of three participants. Evaluation was weighted 70% quality and 30% price, with quality based on written and technical responses and wearer-trial scores. The lot was also assessed on legal, financial and technical capacity.

This award indicates sustained public-sector demand for specialist firefighter gloves supplied through a multi-supplier framework. Businesses best placed for a future equivalent requirement would manufacture or distribute fire structural and technical rescue gloves, with evidence that products meet demanding operational and wearer needs. Credible competitors would need the legal and financial capacity and technical ability required by the procurement questionnaire and tender documents, together with the capability to provide technical responses and support wearer trials or equivalent product evaluation. The successful field comprised three SME suppliers, showing that specialist smaller businesses can compete for this type of framework. Suppliers should also be able to support call-off competitions, maintain reliable supply and delivery performance, resolve service issues at first contact, minimise despatch errors and work within framework supply-chain payment terms.
