Summary of the contracting process

The West Midlands Combined Authority is overseeing the tendering process for the "WMCA Micromobility Scheme - Tender Notice," designed to continue micromobility services within the region by integrating e-Bikes and eScooters, expanding the current cycle hire and eScooter scheme. Located predominantly in Birmingham and other selected parts of the West Midlands, this scheme aligns with regional priorities such as reducing car usage and improving public transport integration. The procurement process uses an open procedure for services, tagged under award and contract stages, and promotes a concession special regime. The contract is valued at £36 million, set to commence on 30th March 2026 and potentially extendable up to 2036. Lime Technology Limited, operating from Manchester, was awarded the contract, with key contract metrics ensuring service quality and compliance over its duration.

This procurement process presents lucrative opportunities for businesses with expertise in micromobility services who are keen to support the region's transport priorities. It is particularly suited to SMEs capable of delivering robust fleet management and customer-centric services. With the requirement for CoMoUK Public Bike Share Accreditation, businesses experienced in operating micromobility schemes in the UK will find this an attractive growth opportunity. The scheme will allow the winning bidder to play a significant role in transforming urban mobility across the West Midlands, fostering strong collaboration with local authorities to overcome operational and strategic challenges in servicing densely populated urban areas. The procurement framework encourages a competitive market by allowing electronic submissions and maintaining considerations for social value, thereby enhancing business prospects for qualified providers in this sector.

Notice Title

WMCA Micromobility Scheme - Tender Notice

Notice Description

Two regional micromobility schemes currently operate within the West Midlands. A regional cycle hire scheme (West Midlands Cycle Hire) has been in place since March 2021, predominantly focused on pedal bikes. An eScooter scheme being delivered as part of the Department for Transport (DfT) trial has been in place since August 2023. Both contracts are due to end in early 2026. WMCA are seeking a Service Provider to provide a new service on a concession basis, to include both e-Bikes and eScooters (Micromobility Assets), which allows customers to unlock the vehicles using an app, ride to their destination, park and pay in the app. The Micromobility Services should support West Midlands Combined Authority (WMCA) and its 7 constituent Local Authorities (LAs) in meeting key regional priorities, including: - Encouraging modal shift from the private car - Providing easy and inclusive access to assets which do not conflict with other footway users - Promote the use of public transport with assets available for hire/parking at or close to public transport interchanges The Service Provider will be required to have experience of operating Micromobility Services in the United Kingdom and hold and maintain full CoMoUK Public Bike Share Accreditation throughout the duration of this agreement. The eScooter Vehicle Special Order (VSO) covering the West Midlands allows for a provision of eScooters in 5 of the 7 Local Authority areas within the West Midlands (Birmingham, Coventry, Sandwell, Walsall and Wolverhampton (excluding Dudley and Solihull)). Rollout will be dependent on agreement with respective Local Authority areas and is not guaranteed. For reference, eScooters are currently operational in Birmingham and the University of Warwick (Coventry).

Planning Information

A market engagement event was held via Microsoft Teams on 2nd July 2024 which involved a presentation by WMCA, engagement with micromobility operators and a Q&A session. Topics discussed as part of the presentation included an overview of TfWM, a background to our past and current micromobility schemes and the strategic context to the region. The market engagement section of the event was used to discuss the evolution of the sector, steer from operators on how they would like procurements/contracts to be set up and the opportunities and challenges that they experience from operating these schemes. Insights gained from the event have helped to determine the contract type, relationship approach and layout of the scheme, including vehicle types, pricing etc. Following the event, a questionnaire was issued to attendees which asked 13 questions around a number of different topics. Responses to the questionnaire were received from 5 micromobility operators.
