Summary of the contracting process

Cambridgeshire County Council has successfully completed the tender process for the provision of a Traffic Regulation Order (TRO) management system, having transitioned from paper-based management to an exclusively digital approach. The awarded contract, signed on 9th January 2026 and spanning until 31st December 2028, with options for extension up to 2030, involves the supply and support of an IT system to manage both permanent and experimental TROs. The procurement operated under a below-threshold open competition framework. Located in Alconbury Weald, Huntingdon, the council targeted the services industry, with a specific focus on software package and information systems related to urban and traffic planning. The procurement stage moved from the tender phase initiated on 18th July 2025, with submissions due by 18th August 2025, to the award stage confirmed on 16th January 2026.

This tender represents a promising opportunity for businesses specialising in IT solutions and management systems, particularly small and medium-sized enterprises (SMEs) interested in public sector projects focused on digitalisation and urban management. Companies with capabilities in software development for traffic control and urban planning, including potential advancements such as Quiet Lanes management, will find this opportunity aligns well with their growth strategies. Cambridgeshire County Council's preference for digital solutions and open competition further extends a welcoming environment for innovation-driven businesses eager to expand their reach in public sector engagements.
