Summary of the contracting process

The Ministry of Justice commissioned the Complex Move On service, a specialist accommodation, rehabilitation and resettlement service for people on probation with complex needs. It supports His Majesty’s Prison and Probation Service in managing forensic risk and reducing reoffending through supported housing and related interventions. The service covers 24/7 registered care homes, 24/7 staffed extra-care accommodation and unstaffed step-down supported housing. Delivery is required across at least eight of England’s 11 Probation Service regions: North East, North West, Yorkshire and the Humber, West Midlands, East Midlands, South West, South Central, East of England, London, Kent, Surrey and Sussex, and Greater Manchester. Referrals may include people managed at MAPPA Levels 2 and 3, with complex health, disability, vulnerability and care needs.

The procurement is complete and was awarded by direct award to Langley Trust on 28 August 2026. The awarded value is £9,007,784.25, with the contract running from 1 April 2027 to 31 March 2032. A contract signature milestone is scheduled for 18 September 2026. The arrangement covers one lot and has renewal rights, with a maximum possible extension to 31 March 2032 stated for the lot. The service was evaluated through market engagement and capability assessment rather than a competitive tender. The Ministry concluded that no viable competitive market could currently meet the critical requirements without changing the scope, citing the need to maintain accommodation placements, rehabilitation support and public protection. The award is subject to a standstill period ending 17 September 2026.

This award demonstrates demand for providers able to combine specialist risk management, rehabilitation, resettlement and accommodation for people with complex probation needs. A credible future competitor would need access to a broad portfolio of suitable placements, including registered 24/7 care, 24/7 staffed extra-care settings and community step-down housing. It would also need the operational capacity to work across most English Probation Service regions and accept referrals following capacity and suitability assessments. Relevant experience includes supporting people subject to MAPPA Levels 2 and 3, including those convicted of serious offences, while managing autism, dementia, sensory impairment, learning disability, mental ill health, personality disorder and physical disability. Providers should be able to support progression towards independent living and demonstrate sufficient capability and capacity to satisfy demanding public-protection requirements.

Notice Description

This UK6 contract award notice informs the market of the Authority's contract award to Langley Trust for the provision of the Complex Move On service. The Complex Move On service provides specialist risk management services, rehabilitation and resettlement support for people on probation with complex needs who are accommodated within pre-existing specialist accommodation settings. The service supports His Majesty Prison and Probation Service (HMPPS) in managing individuals who require enhanced levels of care and risk management, by providing access to supported housing and other relevant support to individuals with complex needs with the aim of reducing the risk of reoffending. The funding from the Authority enables HMPPS to make referrals into these services by covering the additional costs associated with managing increased forensic risk and delivering appropriate criminogenic interventions. Funding for the accommodation and other support services will be obtained and managed by the supplier separately. Accordingly, the Authority does not have exclusive rights to the bed spaces used to deliver the service. The support service is to be delivered within a portfolio of accommodation operated or accessed by the supplier, including: * 24/7 registered care home provision (Care); * 24/7 staffed provision (Extra Care); and * step-down supported accommodation in the community which is not staffed (Supported Housing). The service is expected to be provided in at least 8 out of the 11 Probation Service regions in England - listed below: - North East - North West - Yorkshire and the Humber - West Midlands - East Midlands - South West - South Central - East of England - London - Kent, Surrey and Sussex - Greater Manchester The Authority expects to refer, as a maximum, 350 people at any one time within the service. The cohort will include individuals subject to Multi Agency Public Protection Arrangements (MAPPA) Level 2 and Level 3 management, including those convicted of offences such as arson and sex offences. Individuals referred to the service may present with a wide range of complex needs/risk levels, vulnerabilities and health conditions including autism spectrum conditions, dementia, hearing impairment, visual impairment, learning disability, mental ill health, personality disorder, physical disability, and poor physical health. Referrals into the service will be made by Probation Practitioners and subject to capacity and suitability assessments, the provider will be expected to accept referrals where an appropriate placement is available. There is no maximum duration for an individual's eligibility for the service. Where living independently is part of the individual's sentence plan, the supplier will assist the individual to support that transition through appropriate accommodation, rehabilitation and support interventions. The Supplier does not claim VAT as part of their payment for the performance of this contract.

Procurement Information

The Authority has undertaken extensive market engagement in relation to this service. This included engagement with the market, as advertised in UK2 Notice 2025/S 000-041608, to assess market interest and identify suppliers with the capability and capacity to deliver this service. As part of the engagement, interested suppliers were asked to complete a capability assessment against the Authority's critical service requirements. Whilst a number of suppliers initially expressed an interest in the opportunity, the engagement exercise identified that these suppliers were either unable to meet the Authority's requirements, subsequently withdrew their interest, or did not continue to engage with the assessment exercise. Based on the outcome of this market engagement exercise, the Authority concluded that there is no current viable competitive market capable of delivering the service requirements. The Authority therefore determined that, without changing the scope or requirements of the service, a competitive procurement would not be likely to result in the award of a suitable contract. Having regard to the outcome of the market engagement exercise and the critical nature of the services to be provided, the Authority considers that the circumstances support the use of a direct award and are consistent with the rationale set out in Part 6 of Schedule 5 to the Procurement Act 2023. The Complex Move On contract is a business-critical service that plays an important role in supporting public protection and the effective management of individuals with complex needs. Any failure to continue delivering this service could create a significant public protection risk that would be unacceptable to the Authority. The current contract expires on 31 March 2027 and to ensure the continuation of accommodation placements and rehabilitation support for this cohort, the Authority intends to enter into a new contract for the continued delivery of the service. During the term of the new contract, the Authority will continue to engage with the market to increase its understanding of supplier capability and capacity to inform future procurement approaches for the delivery of these service requirements.
