Complex Move On - UK2: Preliminary Market Engagement Notice
Notice Description
1. This notice is published with the purpose of initiating engagement to support the Authority (Ministry of Justice) in identifying suppliers that may be able to provide the Complex Move On services. 1.1 The Complex Move On service provides risk management services and rehabilitation support for people on probation within pre-existing specialist accommodation. The service is intended for providers who already offer care, extra care, supported housing and other necessary support for individuals with complex needs. The funding will allow HMPPS to refer people on probation into these existing services by covering the extra costs involved in respect of managing increased forensic risk and delivering appropriate criminogenic interventions. Funding for the accommodation and other support services will need to be obtained and managed by the successful supplier separately, and therefore the Authority will not have exclusive rights over the bed spaces. 1.2 The support service is to be provided within a range of accommodation that the supplier has access to, including 24/7 registered care home provision (Care), 24/7 staffed provision (Extra Care), and step-down supported accommodation in the community which is not staffed (Supported Housing). 1.3 The services must be provided in at least 8 out of the 11 Probation Service regions in England - listed below: - North East - North West - Yorkshire and the Humber - West Midlands - East Midlands - South West - South Central - East of England - London - Kent, Surrey and Sussex - Greater Manchester 1.4 The Authority expects to refer, as a maximum, 350 people at any one time within the service. 1.5 The cohort will include Multi Agency Public Protection Arrangements (MAPPA) Level 2 and Level 3 offenders and will therefore include arson and sex offender cases. 1.6 The complex physical and mental health characteristics and needs of individuals referred include, but is not limited to: Wheelchair users, Autism and Aspergers, Dementia, Hearing Impairment, Visual Impairment, Learning Disability, Mental Health, Personality Disorder, Physical Disability, and Poor Physical Health. 1.7 Referrals will be made into the service by a Probation Practitioner and should be accepted by the successful provider if there is space available. The Authority acknowledges that this does not need to be exclusive access, and referrals would only be accepted once the appropriate funding has been secured by the Supplier. More information on the funding can be found on slide 6: The complex move on model within the PowerPoint provided within Jaggaer. 1.8 There is no maximum number of nights an individual is eligible for the service. Where living independently is part of the individuals sentence plan, the Supplier will assist the individual to achieve this objective through a range of means. 1.9 Further details of the service and specification are provided within MoJ's e-procurement portal (Jaggaer) under PQQ 523.

Any supplier who does not respond to the survey or does not meet the requirements will not be invited to market engagement. - Once the completed survey has been received, the Authority may be in touch via the Jaggaer portal with further information, questions or details of engagement events. - If there are any issues with completing the form, then please email AccommodationCommercial@justice.gov.uk.
