Summary of the contracting process

The Council of the Isles of Scilly, located in Hugh Town with headquarters at Wesleyan Chapel, has issued a tender for an "Isles of Scilly Housing Economic Needs Assessment" as part of the Local Plan review process. This project falls under the category of services, specifically research and development services and economic research services. The procurement process currently stands at the 'tender' stage with an open competition method defined as below the threshold. The key submission deadline for the tender is 19th August 2025, with the enquiry period closing on the 12th August 2025. The project aims to assess the housing and economic needs on the islands, aligning with current national guidance and recognising local housing emergencies, with a budget value of £25,000 to £30,000.

This tender presents significant opportunities for small and medium-sized enterprises (SMEs) and voluntary and community sector enterprises (VCSEs) specialising in economic and housing consultancy to expand their footprint in public sector contracts. Targeting businesses that can offer a strategic and methodical approach, the Council seeks consultants with proven expertise in related issues and local plan examination. The contract, set to begin on 1st September 2025 and conclude by 30th November 2025, with potential amendments extending to 19th December, allows for substantial visibility and influence within the sub-central government framework, creating robust growth opportunities for winning bidders. The inclusion of comprehensive evaluation criteria focusing on experience, engagement approach, methodology, quality assurance, and value for money ensures that businesses delivering high-quality proposals with innovative approaches to council needs are well-placed to succeed.
