Summary of the contracting process

Cumberland Council procured a closed framework for social work services with accommodation for separated young adults aged 18 and over. The requirement covers suitable housing and associated support, including helping residents access funds and other services, overcome barriers, engage with their communities, and improve their physical, mental and emotional wellbeing. Providers must also support service delivery, mobilisation, quality assurance, contingency arrangements, feedback and performance monitoring. The work is delivered in the Cumberland area. The framework has three service models: Flexible Block accommodation for changing demand, Fixed Block accommodation for predictable demand, and Direct Award arrangements for emergencies, individual preferences or cases that other lots cannot meet. The council is the buyer and commissioning authority.

The procurement has been awarded and the contract is active. Cumberland Council used an open procedure to establish a closed framework covering three lots: Flexible Block, Fixed Block and Direct Award. The award was made on 6 February 2026 to Everyone Matters Homes CIC, Fortix Ltd, Kaplan Care Limited, Lorac Housing Ltd, Phoenix Housing Support Cumbria Ltd and UK Health Kits Ltd, across all three lots. The awarded value is £1,076,400 excluding VAT (£1,291,680 including VAT). The contract was signed on 28 February 2026 and runs from 1 March 2026 to 28 February 2029, with a possible extension to 28 February 2030. Framework admission used six mandatory pass/fail questions. Later mini-competitions for Lots 1 and 2 assess quality at 60%, price at 30% and social value at 10%.

This procurement shows sustained demand from Cumberland Council for providers combining suitable accommodation with supported housing or social care expertise for separated young adults. Credible competitors need the capacity to provide flexible or fixed bed arrangements, and to respond to individual or emergency placements where accommodation, availability and personal preferences determine the solution. Strong evidence would include effective mobilisation, safe and accessible homes, engagement with residents, support to access public funds and other services, and approaches that address barriers to participation. Providers should be able to demonstrate quality assurance, contingency planning for staff absence or unusual circumstances, feedback from residents and support teams, and continuous improvement against outcomes and key performance indicators. Social value delivery and measurable community, wellbeing, workforce development or environmental benefits are also important.
