Summary of the contracting process

The Home Office, located in London, has successfully completed a procurement process titled "project_19341 - Service Provision for Castrol Oil & Lubricants". This contract focuses on obtaining lubricating oils and agents, classified under the goods category, from Williams Shipping and Lubricants, a Castrol Marine approved distributor situated in Southampton. The procurement method used was a direct award due to technical reasons, ensuring the fleet's engineering configurations are maintained without risk. The contract period starts on 1st September 2025 and ends on 31st March 2030, ensuring a long-term, reliable supply of necessary lubricants for the vessels. The total gross value of the contract is £300,000.

This tender represents a strategic opportunity for businesses involved in marine lubricants, highlighting the importance of niche market specialisation and technical conformity. Companies that are authorised distributors with the capability to maintain consistent and reliable stock will find growth opportunities in such direct awards. The procurement ensures minimal disruption and operational efficiency, thereby allowing businesses like Williams Shipping and Lubricants to expand their market presence while meeting stringent technical requirements. This also reflects potential for businesses aiming to secure similar contracts by focusing on becoming authorised suppliers for high-demand product lines used in critical operations.

Notice Title

project_19341 - Service Provision for Castrol Oil & Lubricants

Notice Description

The procurement of Castrol based oils from a Castrol Marine approved distributor for the current fleet,

Procurement Information

The vessels currently in service require specific grades of lubricants, all of which must be compliant with the manufacturer's recommendations. The engineering configuration of the fleet is complex, and the use of non-approved or incompatible lubricants introduces considerable technical risk. The mixing of oils from different manufacturers is not advised and could lead to equipment malfunction, invalidate manufacturer warranties, and ultimately compromise vessel performance and safety. Therefore, continuity in the supply of Castrol products from an authorised distributor is essential. Williams Shipping and Lubricants are Castrol Oils appointed England & Wales distributor and can maintain a reliable and consistent stock of all necessary Castrol lubricants to meet operational demands. This is critical in ensuring minimal disruption to fleet availability and reducing the risk of unplanned maintenance or extended downtime. Using multiple suppliers--even under a phased transition--would introduce unnecessary complications, including: Increased risk of incompatible or incorrect lubricants being used. Logistical challenges in managing the storage and distribution of multiple oil variants. The impracticality and operational risks of running down large volumes of oil already held in onboard tanks. Running down the existing onboard supply in order to transition to new lubricants is not operationally viable. It poses a direct risk to vessel availability, potentially leads to oil wastage amounting to hundreds of litres per vessel and contradicts both safety and environmental best practice.
