Summary of the contracting process

The procurement process led by Cardiff University for the BIOSV Relocation project has reached the award stage, with contracts awarded on 12th January 2026. The project is under the industry category of construction consultancy services and covers relocation tasks of specialist lab facilities to the Henry Welcome Building in Cardiff, United Kingdom (Region: UKL22). The procurement followed an open, competitive flexible procedure and was segmented into two primary lots: Project and Cost Management (completed by Gleeds LLP) and Multi-Disciplinary Design Team services (completed by Building Design Partnership Limited). The contracts commenced on 13th December 2025 for the first lot and on 12th January 2026 for the second, with a projected end date of 30th September 2027.

This tender creates substantial opportunities for businesses specialising in consultancy services within the construction sector, particularly those experienced in project management and multi-disciplinary design. Companies that can offer innovative design solutions, effective cost management, and robust project leadership are well-suited to such opportunities. Additionally, the procurement process underscores a favourable landscape for larger firms, though SMEs were also considered in the final bids stage, indicating opportunities for diverse business sizes to engage with future tenders issued by Cardiff University, especially those compliant with Welsh devolved regulations.
