Notice Description
North Northamptonshire Council are conducting this Procurement for the replacement of current fleet which consists of leased vehicles and owned vehicles which are at, or are approaching the end of their commercial life. Vehicles will be used to deliver key front line statutory services; such as Waste Collections, Highways Inspections, Housing Maintenance, Regulatory Services, Enforcement and other Environmental service functions. The contract will include vehicle inspection, servicing, repairs and maintenance. Full details are provided for within the tender documents which are available via the Councils e-tendering system, ProContract.

Options: The contracting authority reserves the right to procure additional quantities of the goods/services described in this notice during the contract term. These may include increased volumes, or expanded delivery to further sites for example, subject to business need. Any such purchases will be in accordance with the specification and pricing set out in the contract.
Planning Information
Pre-Procurement Market Engagement Notice - Fleet 2027 Procurement Online Teams meeting scheduled for Tuesday 3rd February from 13:00-14:00. Please email procurement@northnorthants.gov.uk for details of how to join. North Northamptonshire Council (here after referred to as 'the Council') are looking to carry out Pre-Procurement Market Engagement (PPME) in relation to the Council's upcoming procurement for its operational fleet and maintenance requirements. The Council estimates that approximately 300+ vehicles will be required including small vans, 3.5t and 7.5t vehicles, RCVs, street sweepers and specialist plant'. However, it is anticipated that this number is likely to change whilst the Council continues to review its requirements. The Council will consider any feedback received to help inform the Council's options and further decision making. For the avoidance of doubt, this stage of the project is not part of a formal procurement process, and the Council is not committing, at this stage, to carrying out such a process. Participation or non-participation in the PPME shall not prevent any provider participating in a potential future procurement, nor is it intended that any information supplied as part of the PPME shall place any provider at an advantage in a potential procurement process and participation will be at each organisation's own cost. No expense in responding to this PPME will be reimbursed by the Council. The Council is carrying out this stage to seek further advice and opinions from the market to help inform the Council of available costing models, mobilisation periods and potential vehicle lead times. The Council are also looking to engage with the market to establish appetite, vehicle solutions, alternative fuels, cost cycle provisions and any further feedback that may support the Council. The format of the pre-market engagement will be in the form of an online Teams meeting which is scheduled for Tuesday 3rd February from 13:00-14:00. As a potential supplier, if you would like to attend the pre-market engagement meeting, please send an email with the title 'Fleet 2027 Procurement PME' to; procurement@northnorthants.gov.uk by 5.30pm on Monday 2nd February 2026. The details of how to attend the Teams meeting will then be shared. The format of the Teams meeting will be in the form of a presentation by the project leaders. Following the meeting, a list of pre-market engagement questions will be circulated. "features": "This Procurement is being conducted via 2 stages which will utilise the Council's e-tendering system ProContract. Stage one (Invitation to Participate) is open to all potential providers and requires potential providers to submit a completed PSQ and a Declarations questionnaire and a completed Award Criteria questionnaire. The Award Criteria for Stage one is 90% Quality, 10% Social Value. Following deadline for submissions an Evaluation of Procurement Specific Questionnaire and Declarations questionnaire will be conducted and an evaluation/moderation of the Award Criteria questionnaire will be conducted. The number of potential providers progressing to 'Stage two' will be limited and calculated as per the instructions within the tender documents. Outcome for stage one will be communicated to all providers who had submitted a response. Stage two (Best and Final Offer) commences with only those potential providers selected, as per the details within the tender documents. All documents made available to potential providers participating in Stage two. First set of negotiation meetings with all potential providers commence. Site visits to commence for all providers. All required information to be completed and submitted prior to the submission deadline for Stage two, as per the tender document timetable. Stage two will require potential providers to complete and submit an Award Criteria Questionnaire for Stage two and Award Criteria is anticipated to be 30% Quality, 10% Social Value and 60% Price. Following submission deadline for Stage 2, evaluation and moderation will commence. Outcome letters will be provided to all potential providers who had submitted a response. Required notices will be completed. In addition to the above steps, potential providers must note that the Council may add additional steps, for example additional site visits being provided, or additional negotiation meetings being provided, or further refinement of the award criteria."
