Summary of the contracting process

London Borough of Barking and Dagenham procured furniture, fixtures and fittings for its early years education settings and temporary residential accommodation, including hostels and temporary void units. The requirement supports vulnerable residents and covers multiple locations across the borough. The five areas of supply were window protection and covering; outdoor equipment protection and covering; indoor equipment protection and heuristic play; indoor staff and reception room furniture; and residential accommodation furniture, including living and dining items. This is a goods procurement in the furniture sector (CPV 39100000). The council’s ancillary bodies, wholly or partly owned subsidiaries and partner organisations may also use the service. The requirement includes delivery, installation and correct sign-off at the relevant sites.

The procurement is complete and was run as an above-threshold open procedure, with an electronic auction. The tender deadline was 24 December 2025 at 12:00, enquiries closed on 15 December 2025 at 12:00, and the award decision period ended on 12 January 2026. Four suppliers were awarded together: OCN Contracts, Bates Office Services Ltd, Alba Beds Ltd and 4 Front Furniture Limited. The award date was 21 April 2026 and the contract was signed on 22 May 2026. The awarded value is £4,111,000 excluding VAT and £4,933,200 including VAT. The contract runs from 1 June 2026 to 31 May 2030, with a council option to extend to 31 May 2031. Evaluation weighted price at 50%, quality at 40% and social value at 10%; economic and technical selection criteria applied. Seven bids were received for each lot, with four reaching the final stage.

This procurement shows sustained demand from Barking and Dagenham for suppliers able to provide and install a broad furniture and equipment range across education and temporary accommodation sites. Relevant capability includes window and outdoor protection, heuristic play equipment, staff and reception furniture, and residential living and dining furniture. Suppliers need dependable multi-site delivery, accurate first-time fulfilment, installation and measurement of structures, and documented customer sign-off. Operational strength matters: the contract measures correct invoicing, returns, complaint resolution within 10 working days and customer satisfaction, with evidence required for monitoring. The four successful suppliers were SMEs, and every lot was identified as suitable for SMEs and voluntary, community or social enterprises. Businesses with strong quality and social-value propositions, alongside competitive pricing, would be credible competitors for this buyer’s comparable future requirement.
