Summary of the contracting process

East Midlands Combined County Authority commissioned employment support services through Nottinghamshire County Council, acting as procuring entity. The Connect to Work programme covers residents across Nottingham and Nottinghamshire, with delivery intended to support people into paid, competitive employment and help them sustain work. Lot 2, IPS and SEQF for Nottingham and Nottinghamshire, was awarded to Asuria People Services (UK) Limited on 1 December 2025 for £20,400,000 net (£24,480,000 gross), with a signed contract running from 11 June 2026 to 31 March 2030. Each lot was evaluated on quality at 90% and social value at 10%. Seven bids were received for Lot 1 and eleven for Lot 2.

This procurement demonstrates substantial, multi-year demand from the East Midlands authority for specialist employment support delivered at regional scale. A credible future competitor would need to provide Individual Placement and Support and Supported Employment Quality Framework delivery, with strong person-centred practice, participant assessment, referral handling and support into paid employment. Performance capability matters: the contracts set targets for initial assessment or pre-screening within five working days and sustained employment at both 13 and 26 weeks. Suppliers should be able to evidence robust outcome monitoring and reporting against Department for Work and Pensions definitions, alongside meaningful social value delivery. The Connect to Work delivery partner will deliver IPS & SEQF to participants resident across all areas of Notingham and Nottinghamshire. The aim is to enable participants to secure and sustain paid, competitive employment by providing person-centred support that respects individual aspirations. This will support residents to improve their health, independence, and social inclusion while also working towards the regional and national target of 80% of working age people being in employment.
