The London Boroughs of Camden and Islington are jointly seeking an operator to provide at least 1,100 electric vehicle charge points installed in existing lamp columns. The operator will supply, install, operate and maintain the charge points, and decommission them at the end of the contracts if required. Camden’s minimum requirement is 500 charge points and Islington’s is 600. The procurement supports the boroughs’ Local Electric Vehicle Infrastructure scheme and aims to increase public charging provision. Camden and Islington are procuring together, but the successful operator will enter into a separate contract with each council. The work will be delivered in both boroughs, in London. The charge points are intended for installation in lamp columns; Camden’s project also includes 500 new columns, expected to be provided through existing public realm maintenance and improvement contracts.

The councils invited offers through a competitive flexible procedure under a selective procurement. The process reached the tender stage; an optional negotiation phase may follow if initial offers are unacceptable, and initial offers must be capable of acceptance. Expressions of interest were due by 16 November 2026 at 12:00, and enquiries by 2 November 2026 at 23:59. The councils expected to make an award by 19 April 2027. The contract period is 1 September 2027 to 31 August 2042, with an optional one-year extension. The estimated procurement value is £42.2 million excluding VAT (£50.64 million including VAT). Capital costs are funded by £1,212,250 in LEVI funding, with the operator covering any costs above that amount. Quality carries 67.5% of the evaluation weighting and price 32.5%.

This is a substantial, long-term operating opportunity for an electric vehicle charge point operator able to supply, install and maintain public charging infrastructure, and decommission it if required. The operator must be able to deliver across two London boroughs and manage separate contracts with each council. The project requires delivery of at least 1,100 lamp-column charge points, including the provision of any capital costs above the stated LEVI contribution. Camden’s 500 new lamp columns are expected to come through existing council contracts, rather than being part of the operator’s column supply. The opportunity is identified as suitable for small and medium-sized enterprises.

Notice Description

Procurement process for the London Boroughs of Camden and Islington, to appoint a charge point operator to supply, install, operate, maintain and decommission charge points (at the contract end if necessary), a minimum of 1,100 lamp column electric vehicle charge points (EVCPs) under the Local Electric Vehicle Infrastructure (LEVI) scheme. Of this, Camden and Islington require minimums of 500 and 600 charge points respectively. The procurement is being conducted jointly because LEVI funding requires that London boroughs procure in partnership to achieve scalability; ie. to encourage Charge Point Operator (CPO) investment to install more charge points for the funding. Hence Camden and Islington make up London Partnership 1. The capital costs of the project will be fully covered by a combination of LEVI funding (PS1,212,250) and the charge point operator (any costs over and above PS1,212,250). The procurement will result in a single operator being appointed for both boroughs, with contracts being executed separately between the successful operator and each Borough. It should be noted that for Camden, the project capital costs will need to include the provision of 500 new lamp columns for charge points to be installed which are anticipated to be delivered under the Council's existing public realm maintenance and improvements contracts.
