Summary of the contracting process

Wolverhampton City Council is in the process of awarding a contract for "Drug and Alcohol Treatment and Recovery Services" under a direct award process. The procurement, linked to the Health Care Services (Provider Selection Regime) Regulations 2023, falls under the services category and was initiated as a tender. Key decision-makers include the Cabinet and the Strategic Leadership Team within Public Health. The contract, valued at £41,847,386 gross, is set to start on 1st October 2025 and end on 30th September 2030, with an option to extend for up to two more years, dependent on grant funding. Interested parties were required to submit representations by 15th August 2025.

This contract represents significant business development prospects, particularly for large organisations engaged in health services, as classified under CPV code 85100000. The successful supplier, Nacro, based in London, highlights that organisations with a focus on psychosocial and pharmacological interventions, and those already familiar with providing substance misuse support, are well-suited to compete. Beyond service delivery, there's potential for increased funding and scope, contingent on the ongoing availability of the Drug and Alcohol Treatment and Recovery Improvement Grant. This expansion could lead to additional opportunities for service innovation and delivery enhancement, strengthening the health and well-being outcomes in the Wolverhampton region.
