Summary of the contracting process

Staffordshire County Council has successfully completed the procurement process for a Customer Relationship Management (CRM) system to aid the "Connect to Work" programme, aimed at effectively managing participant and employer engagements and linking with the Department of Work and Pensions. This public procurement contract was awarded using an open procedure, with a focus on the goods category, and the award was made to ALCIUM SOFTWARE LIMITED. The procurement was conducted at a sub-central government level, with the main contract executed from 17th November 2025 to 16th November 2027, with potential extensions up to 2030, subject to government funding and approval. The initial tendering phase was planned meticulously with pre-market engagement finalized by July 2025 and tender submissions closing on 11th September 2025.

This procurement presents a notable opportunity for businesses specialising in software development, specifically those providing CRM solutions, to engage with public sector projects. Small and medium enterprises (SMEs) could find such opportunities particularly beneficial, as evidenced by ALCIUM SOFTWARE LIMITED, a SME, securing the contract. The award process evaluated pricing and quality, ensuring that competitive businesses have a chance to showcase innovative solutions that meet quality standards. As government procurement processes often have extensions and future tendering opportunities, keeping abreast of such notices allows businesses to expand their portfolio, cater to public sector needs, and establish a foothold in long-term government partnerships.

Planning Information

Please note that this notice relates to Pre Market Engagement that has already taken place. Connect to Work is a Government program. Following national publications regarding the program, 3 suppliers contacted the Council with marketing emails in February 2025 and provided demonstration of their systems. These suppliers were sent a follow up document requesting information regarding the systems' current reporting capabilities. In July 2025, a further supplier contacted the Council with an invitation to a webinar which involved a demonstration of their system. The pre market engagement has not shaped the requirements set in the upcoming procurement, these have been derived from the Grant Guidance and Technical Notes Department of Work and Pensions (DWP) have published for Connect to Work, other information provided by DWP, and the Council itself.
