Summary of the contracting process

The procurement process is initiated by the Animal and Plant Health Agency as the buying organisation, alongside the Department of Environment, Food and Rural Affairs serving as the procuring entity. This tender involves the purchase, storage, and emergency production of Foot and Mouth Disease antigen and vaccine, falling under the goods industry category related to vaccines for veterinary medicine. Located in London, UK, the process is currently in the Planning stage with a focus on market engagement. Key dates include the submission of relevant supplier information by 8th September 2025, with a contract period planned from 1st April 2026 to 31st December 2031, and a renewal option extending to 31st December 2036. The available budget for this procurement is approximately £4,500,000, highlighting a significant emphasis on ensuring a reliable supply of vaccines, under a public authority, central government classification.

This tender presents substantial opportunities for businesses involved in the veterinary medicine sector, especially those capable of producing and supplying vaccines with proven quality, safety, and efficacy, to expand their footprint. The planned procurement process provides a promising platform for small and medium-sized enterprises (SMEs) given its suitability criteria that favour such entities. Companies with existing infrastructure for foot and mouth vaccine production, storage, and distribution could benefit greatly. The procurement method encourages market engagement, which could lead to direct business with Defra, offering long-term contract potential and enhancing business growth through public sector collaboration.
