Summary of the contracting process

The Department for Environment, Food & Rural Affairs, through its CBRN Emergencies Team, established the CBRN Remediation Services Framework for UK Government. It covers specialist services supporting response and recovery after deliberate or accidental releases of chemical, biological, radiological, nuclear and other hazardous materials. The scope is divided into chemical sampling, analysis and monitoring; chemical remediation; chemical waste management and disposal; biological sampling, analysis and monitoring; biological remediation; biological waste management and disposal; radiological or nuclear characterisation, remediation and waste management; and hazardous materials. The services may include advice, guidance and practical remediation support for authorities whose local capability is exceeded. Delivery covers the United Kingdom, Crown Dependencies, Overseas Territories, British overseas military and government premises, and other UK Government locations.

The procurement is complete and awards were made on 27 March 2026 through an open competitive flexible procedure, comprising an open tender stage followed by price negotiation. The framework has eight completed lots, evaluated entirely on quality against the supplier bidder pack. Each lot was estimated at £3.25 million excluding VAT, or £3.9 million including VAT, except the radiological or nuclear lot whose signed contract value is recorded as £0. The framework value is £26 million excluding VAT and £31.2 million including VAT. Contracts were signed on 31 March 2026 and run from 1 April or 11 April 2026 to 31 March 2034, depending on the lot. Suppliers appointed include Adler & Allan, Ambipar Response, McQuillan Envirocare, Acumen Waste Services, Ecolab, Amentum Clean Energy, Nuvia and Amentum (UK), with allocations varying by lot.

This award demonstrates sustained government demand for specialist CBRN, HAZMAT and environmental remediation capability across the full incident lifecycle. Credible competitors would need demonstrable expertise in chemical and biological sampling, laboratory analysis, monitoring, decontamination, remediation, hazardous and radioactive waste handling, and radiological or nuclear characterisation. The framework’s appointed suppliers show that both large organisations and specialist SMEs can be relevant, but capability must be matched to the particular service area. Buyers will also expect structured emergency response arrangements, rapid mobilisation, clear provider contact arrangements, regular and incident-specific management information, security clearance processes, business continuity controls, health and safety documentation, and robust security policies and plans. Firms able to combine technical competence, regulated waste operations, resilient national or cross-border response capacity and strong governance would be well placed for comparable future requirements.

Notice Description

The Remediation Services Framework is procured, on behalf of UK Government, by the Department for the Environment, Food & Rural Affairs (Defra), Chemical, Biological, Radiation and Nuclear (CBRN) Emergencies Team. The Government will however reserve the right to use other services other than the Framework in the case of CBRN emergency. The Defra CBRN Emergencies Team increases the UK's capacity and capability to respond and recover from deliberate and accidental releases of CBRN materials, and from releases of hazardous materials (HAZMAT) including nuclear accidents, regardless of scale where the incident is in excess of local capability and/or knowledge and authorities request help from Defra services. These services include advice, guidance and access to practical CBRN recovery services to support those who will be responsible for remediation.
