Summary of the contracting process

Cambridgeshire County Council sought a commercially available, off-the-shelf Trading Standards system, configured for its current operational requirements and capable of supporting future service needs. The system is intended for the Council’s Trading Standards team to manage statutory duties, improve service delivery and adapt to changing regulatory and technological requirements. This is a software and software-related services requirement. Delivery is for Cambridgeshire County Council in England. The Council had previously delivered its Trading Standards service jointly with another local authority, but decided to bring the service back in-house. The requirement was structured as a single service lot and was identified as suitable for small and medium-sized enterprises.

The procurement reached tender: the Council invited offers through an open competitive flexible procedure. Clarification questions were due by 11 March 2026 at 16:00 UTC and tenders by 20 March 2026 at 12:00 UTC. The proposed contract period was 1 June 2026 to 31 May 2029, with two possible 12-month extensions, giving a maximum end date of 31 May 2031. The estimated value was £260,000 excluding VAT, or £312,000 including VAT. Evaluation was based on price at 50%, quality at 40% and supplier demonstration at 10%. Bidders passing the participation conditions and achieving at least 60% of available quality marks would proceed to demonstrate their solution and then to price evaluation. The procurement was discontinued and no contract award will be made, because changed implementation assumptions and local government reorganisation materially affected the Council’s future requirements and business case.

This opportunity suited suppliers of configurable Trading Standards case-management or regulatory-services software, particularly providers with an established off-the-shelf product rather than a wholly bespoke development model. Strong candidates would be able to demonstrate that their system supports statutory Trading Standards work, improves operational service delivery and can adapt to changing regulatory and technology requirements. Suppliers needed the capability to configure a product around an authority’s existing processes while supporting future service needs and an in-house operating model. The procedure also required bidders to satisfy the participation conditions, meet the minimum quality threshold and demonstrate their proposed solution. This favoured suppliers with relevant public-sector implementation experience, demonstrable product capability, and the capacity to support configuration, deployment and ongoing service delivery.

Cambridgeshire County Council (The Council) has worked jointly with another local authority to deliver a Trading Standards service since 2017 and a decision has been made to take the service back in-house. Therefore, the Council is looking to procure a commercially available, "off the shelf" Trading Standards system that that can be configured to meet the current operational requirements of the Council while also being capable of supporting future service needs. This system will enable the Trading Standards team to effectively manage its statutory duties, improve service delivery, and adapt to evolving regulatory and technological environment.

The Soft Market Test is in two parts: · The first asks potential suppliers to answer key questions about their products for us to test whether our stated requirements are achievable/reasonable. The deadline for submission is Friday 12th September 2025 at 17:00. · The second part comprises a product demonstration via MS Teams, working through scenarios and the execution of tasks. We are looking to complete the Soft Market Test process by 30 September 2025 (subject to supplier availability) and if possible (subject to change) with the procurement anticipated to commence during Autumn/Winter 2025. The Market Engagement Documentation was published on the Council's e-tender (Proactis) system on 11th August 2025. This process does not form part of the formal tender procedure to follow and no supplier shall be disadvantaged by either taking part or not taking part in this process.
