Summary of the contracting process

Cambridge City Council has initiated an open procurement process for a "Stock Condition Survey" aimed at assessing the condition of its housing and other buildings. This tender, categorised under architectural and construction services (CPV: 71000000), is vital for updating the Council's property condition data, which influences investment strategies and maintenance plans. Businesses can submit their interest before the tender period concludes on 20 January 2026. Key dates include the end of the enquiry period on 12 January 2026 and the contract award period ending on 18 February 2026. The project, valued at £1,200,000, requires surveys of around 4,400 homes in the first year and a five-year rolling programme thereafter, starting from 1 April 2026 to 31 March 2032. The opportunity is located in Cambridge, UKH12 region.

This tender presents growth opportunities for businesses specialising in architectural and inspection services, particularly those experienced in conducting thorough surveys and data management. Small and medium-sized enterprises (SMEs) are especially encouraged to participate, given the tender's open procedure and suitability criteria. The project requires expertise in maintaining housing standards and compliance with the Regulator of Social Housing's Consumer Standards, offering a long-term partnership prospect with the council. Businesses with innovative approaches to reduce costs and improve data quality are likely to thrive in this competitive landscape.

Notice Title

Stock Condition Survey

Notice Description

Cambridge City Council is seeking a provider of planned stock condition surveys for its own housing stock and other buildings. Cambridge City Council seeks to implement a comprehensive stock condition survey programme for its existing Council-owned housing and other building types. The purpose of the service is to carry out stock condition surveys and record the condition of property, so the Council has up to data on which to base investment plans and produce accurate reports on property condition. The Council's objectives are to * Ensure buildings comply with relevant regulatory requirements, including Decent Homes and HHSRS requirements. * Seeking ways to improve Value for Money and reduce expenditure on responsive maintenance. The Council owns and manages around 7700 houses and flats, over 1000 leases, around 1800 garages, administration offices, community centres, other operational buildings, and a mixed portfolio of over 120 commercial properties, many of which are multi-let office buildings, industrial units, and shops. A summary of the Council's housing property types that are affected by the Service is included in contract documents. The Stock Condition Survey Programme is part of Cambridge City Council's long-term asset management strategy. The Council currently has good stock condition data for our housing stock from a range of sources but have a shortfall in up-to-date property condition data. Around 4,400 of the Council's 2 7,700 homes have not had a full stock condition survey in the past five years. This data gap presents compliance risks under the Regulator of Social Housing's Consumer Standards. The requirement in Year 1 of the contract is to carry our surveys to 4400 homes (plus the communal areas and blocks associated with them) so all properties have had a stock survey in the past five years. The requirement in Year 2-6 of the contract is to implement a rolling programme of stock surveys where 20% of the housing stock (around 1500 homes, plus the communal areas and blocks associated with them) is surveyed every year. There may also be requirements to survey the Council's non-housing operational and commercial building in Years 2-6 of the contract.

Planning Information

Market Engagement - Stock Condition Surveys The Council is currently reviewing how it delivers Stock Condition Surveys across its housing portfolio of over 7,600 homes. Ensuring accurate, up-to-date condition data is essential for compliance, effective asset planning, and maintaining homes that meet residents' needs. To support this, we are preparing to go out to market and are hosting a market engagement session with prospective bidders. The session is a face to face and will be held at the Meadows Cantre, 299 Arbury Road, Cambridge CB4 2J, on Thursday 11th September from 2.30 - approx. 4.30pm. Please ensure that you notify the council of your interest via the portal. There should be no more than THREE (3) attendees from each organisation Our objectives include: • Clearing the existing backlog through a one-year, fully outsourced programme. • Maintaining data quality through a five-year rolling outsourced programme covering ~1,500 properties annually, with potential extension up to seven years. The estimated value of the programme is £80-£130 per property, translating to around £155,000 per year or £777,000 over five years. We are open to refining this based on real-world delivery models, efficiencies, and innovations identified through engagement with the market. What We Want to Explore The session is an opportunity to: • Test the feasibility and attractiveness of the delivery model. • Understand what a realistic, efficient, and high-quality delivery programme could look like. • Discuss potential routes to market (framework, DPS, open tender). • Explore mobilisation timelines, risks, and early considerations (e.g. data management, access, performance, TUPE - though TUPE is unlikely). Next Steps The Council is aiming to mobilise this work before Christmas 2025, so pace is important. This engagement will inform our final specification, procurement route, and delivery expectations. We invite suppliers and partners with relevant experience to attend, share their insights, and help shape the future of stock data collection in Cambridge.
