Summary of the contracting process

Cardiff University procured construction and retrofit works for its Law (LAWPL) and Tower (PSYCH) buildings in Cardiff. The scope covers asbestos removal, replacement of flat roof systems, and removal and replacement of windows and curtain walling with new double-glazed units, including associated making-good works. Roof-mounted photovoltaic cells and mechanical, electrical and plumbing systems must be removed, reinstated and recommissioned where necessary. The works also include replacement window blinds and coordinated phasing, sequencing and decanting of building users. The Law Building works cover its main roof and lower-level extension, while Tower works cover two lower-level extensions; specified existing windows and the Tower main roof are retained. This is a single university-building construction works requirement, with small and medium-sized enterprises identified as suitable.

The procurement is complete and awarded through a competitive flexible procedure using an open process. One supplier, Bray and Slaughter Limited, was selected. The initial NEC4 PCSA award was made on 9 February 2026 for £2,474,312 net (£2,696,175 gross), with a contract period from 16 March to 5 May 2026. A subsequent NEC4 Option A main contract was awarded to the same supplier on 26 August 2026 and signed on 7 September 2026, for £9,894,367.94 net (£11,873,241.53 gross), running from 21 September 2026 to 20 January 2028. The tender had one lot. Evaluation weighted quality and responsible procurement at 70% and price at 30%. The first stage reduced candidates to a maximum of five, using economic and participation requirements set out in the procurement documents.

This requirement indicates that Cardiff University values contractors able to manage complex occupied-building retrofit and construction programmes, rather than isolated trade packages. A credible competitor would need experience of asbestos removal, roofing replacement, curtain walling and window installation, including interfaces with photovoltaic, mechanical, electrical and plumbing systems. Scope of works required at Law Building include: * Asbestos Removals. * Replacement of existing flat roof systems on both the main section of the building (including the lift motor/plant room) and the lower-level extension built in the 1990s. To facilitate these works roof top PV cells and MEP systems will need to be removed and re installed (including recommissioning). * Removal of all existing windows and curtain walling (frames & windows) and Page 2 to 6 replacement with new double-glazed units and associated making good (except for the existing double glazed units on the ground floor of the 1990's courtyard extension). * FF&E - installation of new replacement windows blinds. Scope of works required at Tower Building included: * Asbestos removals. * Replacement of existing flat roof systems on the no.2 lower-level extensions only (not including the main roof which has recently been replaced). To facilitate these works roof top MEP systems will need to be removed and re-installed (including recommissioning). * Removal of all existing windows and curtain walling (frames & windows) and replacement with new double-glazed units and associated making good (except for the windows in the extension built in 2008 which are to be retained). * FF&E - installation of new replacement windows blinds. * Implementation of plans for phasing, sequencing and building user decanting to deliver the works.

The deadline for registering attendance at the event is Friday the 5th of September 2025. The University reserves the right to reject an application to attend sent after this time. All presentation documentation, questions and answers will be published against the opportunity on the Portal following the event.
