Summary of the contracting process

Sheffield Hallam University is seeking to engage with market suppliers for the development of a Student Placement System through a Prior Market Consultation (PMC). This initiative, under the planning stage, is focused on the services sector and is classified with CPV codes for educational software and system management packages. The procurement process includes a preliminary engagement phase where interested parties are invited to submit written responses by 8th September 2025. The follow-up discussions with suppliers may occur from 8th to 12th September 2025. Although the contract period is planned from August 2026 to August 2031, the current stage is meant for market engagement and strategy development and does not constitute a formal procurement process.

This tender offers significant opportunities for businesses specialising in educational software, system management, and development services. Companies with the capability to provide robust educational solutions tailored to university settings can leverage this opportunity to establish a long-term relationship with the University. While the PMC does not guarantee a procurement contract, it allows businesses to influence the procurement strategy and prepare for future tenders. Engaging with Sheffield Hallam University at this stage can give businesses a competitive edge in understanding the needs of a public authority under sub-central government classification.

Notice Description

The University is seeking to engage with the market through a Prior Market Consultation (PMC) to inform the potential future procurement of a Student Placement System. The University is publishing this PMC document to: a) Share information to inform the market of an impending procurement, such that they might make preparations for the tender when it is released. b) Gather information to develop the University's strategy. It is important to note that a PMC is not a call for competition/procurement exercise. Following PMC, the university may decide that a procurement is not the best solution to achieve its required outcomes. It is essential that any organisation participating in the PMC understands that a procurement opportunity is not guaranteed and that its participation is undertaken at its own risk and cost. Details are contained in the document attached and the University requires responses, utilising this form.
