Summary of the contracting process

The public procurement process described involves DESNZ & DSIT Group Commercial, a governmental entity situated in London, United Kingdom. The contract, finalized in the award stage on 19th August 2025, aims to support the AI adoption framework development under the tender title of "67,472.48 (ex VAT)". Classified under the services industry category with a CPV code of 73110000 for Research Services, it seeks expertise in developing guidance for AI system governance. The procurement process method was limited, executed via a direct award due to the technical specificity of the required services, facilitated by Procurement Regulations 24.

This tender represents a significant opportunity for businesses with expertise in AI systems and research services to contribute to national AI adoption strategies. The successful awardee, the National Physical Laboratory, demonstrates that large-scale firms with a robust regional presence in the UK and specific technical capabilities are best positioned to compete in such contrasts. Although the competitive element is bypassed in this case due to direct award regulations, future opportunities in similar fields could offer growth potential for businesses that align with these technical and strategic requirements.

Notice Description

To enable widespread AI adoption, DSIT is responding to the AI Management Essentials public consultation by developing two pieces of guidance to be published in September as part of a wider package of announcements. One of these publications will be 'AI Govern' to support deployers to effectively govern their AI systems. The framework will support firms seeking to adopt or deploy AI systems by providing generalisable guidance for firms operating across different domains, value chains, and with differing risk appetites. The framework will set out a process to ensure deployers have taken effective measures to assure their AI systems. To develop the framework, we require additional expertise to build out guidance on the technical activities firms can take to appropriately measure, evaluate and mitigate the risks of deploying their AI system.
