Summary of the contracting process

The Scottish Government is currently undertaking a tender process titled "DMARINE - Marine Operations - Protection Vessels - PPE & Uniform Framework Agreement" under the main procurement category of goods. This procurement aims to establish a framework agreement with a single supplier to provide Personal Protective Equipment (PPE) and uniforms for staff on board Marine Directorate protection and research vessels. The process is in the tender stage, with electronic submissions due by 25th March 2026 at 12:00 PM. The contract, valued at £700,000, will support compliance with the Merchant Shipping and Fishing Vessels (Personal Protective Equipment) Regulations 1999. The procurement covers the region of Scotland (UKM) and aligns with the CPV classification for protective and safety clothing.

This tender represents an opportunity for businesses, particularly those specialising in manufacturing or supplying protective clothing and uniforms. Companies with strong capabilities in quality management, mobilisation, and understanding of compliance with marine safety regulations are well-positioned to compete. The framework allows for potential growth, considering the possibility of additional product needs in response to future global emergencies. Additionally, community and sustainability benefits are embedded in the evaluation criteria, presenting prospects for businesses that can demonstrate strong corporate social responsibility and response to the climate emergency. The open procurement method encourages competitive tenders that meet economic and financial standards, such as maintaining sufficient insurance levels and financial viability, thereby fostering business growth in the protective equipment industry.
