Summary of the contracting process

Carmarthenshire County Council procured a specialist furniture service for employees with specific medical conditions or disabilities. The requirement covers specialist workstation chairs and related equipment, together with advice and Display Screen Equipment assessments. The work is for the council’s employees and will be delivered in Carmarthenshire, Wales. It is primarily a goods requirement, combining the supply of office furniture and associated equipment with practical workplace assessment and advice. The requirement is driven by individual user demand, so the supplier needs to respond to varying employee needs rather than provide a fixed volume of standard furniture. The council is the buying organisation and the requirement was structured as one contract.

The procurement has been awarded and the contract has been signed. Carmarthenshire County Council used a below-threshold open competition. The contract was awarded to Back Care Solutions Ltd on 23 July 2026 and signed on the same date. Its estimated value is £50,000 excluding VAT, or £60,000 including VAT. The contract runs from 10 August 2026 to 9 August 2028, with an option to extend for up to 36 months in 12-month increments, subject to budget, satisfactory performance and agreement by both parties. The competition closed for submissions at 2pm on 22 May 2026; enquiries closed at 2pm on 18 May 2026. Evaluation weighted cost at 60% and quality at 40%.

This award shows a defined requirement for suppliers able to combine specialist workplace furniture with occupational or ergonomic assessment capability. A credible competitor would need to understand the needs of employees with medical conditions and disabilities, recommend suitable workstation chairs and equipment, and provide clear Display Screen Equipment assessments and advice. It would also need the operational capacity to manage demand-led orders, assess individual users, supply appropriate products and support the council through the full service. The requirement was identified as suitable for small and medium-sized enterprises, indicating that a focused specialist provider can compete without needing the scale of a major general furniture contractor. Evidence of quality, reliable fulfilment and satisfactory performance would be important.
