Summary of the contracting process

Blackburn with Darwen Borough Council is conducting an open procurement process to commission an Oral Health Improvement Service, aimed at enhancing oral health and addressing oral health inequalities within the region. The procurement process is currently in the tender stage, with a deadline for submissions set for 27th February 2026 at 12:00 GMT. The initiative falls under the health and social work services category and will operate primarily within the UKD41 region. Interested parties had access to a market engagement event earlier in September 2025 to prepare for the submission. The total contract value is approximately £898,980, spanning from 1st August 2026 to 31st July 2029, with potential extensions. The contract will begin on 1st June 2026, following the award period conclusion.

This tender represents a substantial opportunity for businesses in the health and social services sector, particularly those experienced in public health initiatives and community health projects. Companies that are small to medium-sized enterprises (SMEs) or voluntary, community, and social enterprises (VCSEs) are especially encouraged to compete, as the tender is structured to support such organisations. Businesses that can demonstrate robust legal and financial standing, as well as technical proficiency in delivering health improvement services, will be well-suited to apply. The focus on oral health improvement services underscores a need for innovation and collaboration with local agencies, making it an ideal venture for companies aiming to expand their services or establish a foothold in public sector health initiatives.

Notice Information

Notice Title

Oral Health Improvement Service

Notice Description

Blackburn with Darwen Borough Council is looking to procure for Oral Health Improvement Service. Oral health is vital to overall wellbeing, enabling people to eat, speak, and socialise confidently. Poor oral health can cause pain and is linked to conditions such as pneumonia, diabetes, heart disease, and stroke. Despite being largely preventable, dental disease remains a significant issue, with clear social inequalities. In Blackburn with Darwen, many residents experience poor oral health throughout life. The new service will be tiered according to available funding. The new core service (tier 1), funded by the public health grant, will maintain a preventative focus for children and young people, in line with national guidance and current local OHI strategy. It will also extend support to vulnerable adults and older adults in care homes, reflecting Blackburn with Darwen's life course approach. The second tier, expected to be funded by the ICB, will provide additionality to the core service by extending the offer to a greater number of settings, children and families. The service will work with individuals, partner agencies and communities to deliver an OHI programme that meets local needs. The service should be flexible and proactive to identify opportunities for promoting good oral health for all family members, of all ages. This will play a key role in improving the oral health of Blackburn with Darwen residents and reduce known oral health inequalities in the borough. Please ensure all submissions are in Word format.
