Single Network Analytics Platform (SNAP) 2.0
Notice Description
The PSFA maintains a single view of UK-registered companies, directors and connected entities to support policy, regulatory, and fraud prevention activity. SNAP 2.0 will build on the foundations of SNAP 1.0 with a fully Azure compatible solution that integrates large-scale entity data, advanced analytics, AI and user-centric visualisation to enable Public Bodies to make informed risk decisions to prevent and detect fraud. The contract term will be up to 4 years (2+1+1), and is potentially worth up to PS3m per year if all options are used. Please note that the Invitation to Tender (ITT) is subject to approval from the Cabinet Office Investment Committee, and the competition is expected to be run in early 2026.
Planning Information
1. Purpose of Preliminary Market Engagement This Preliminary Market Engagement (PME) Pack outlines the Cabinet Office's Public Sector Fraud Authority (PSFA) requirements for a next-generation Single Network Analytics Platform (SNAP 2.0) and invites potential suppliers to participate in shaping and demonstrating solutions. The PME (under the Procurement Act 2023) is designed to develop our approach, refine requirements, and build market understanding while ensuring fair and open competition. 2. Objectives of the SNAP 2.0 PME -Clearly define technical and functional requirements for SNAP 2.0. -Assess the market's capability to deliver on Azure-native software, entity resolution, scalable knowledge graphs, ML-driven risk scoring, and generative AI solutions to prevent and detect fraud involving limited companies. -Gather feedback to inform tender documentation, award criteria, and final requirements. 3. Engagement Scope & Permitted Purposes In accordance with section 16 of the Procurement Act 2023, this engagement will: -Help develop our requirements and procurement approach. -Design participation conditions and award criteria. -Prepare future tender documentation. -Identify capable suppliers. -Explore contractual and technical terms. -Build capacity among SMEs and new entrants. 4. Engagement Approach and Format Potential suppliers are invited to: -Attend a webinar presentation introducing the project requirements. -Participate in optional one-to-one technical workshops to demonstrate solutions. -Submit written responses to the detailed requirements and demonstration scenarios. -Provide case studies of relevant Azure-based entity resolution, knowledge graph and generative AI implementations. 5. Supplier Response Guidance Responses should include: Solution Overview & Architecture -Azure components, data flow, scalability strategy. Demonstration Scenario (Supplier-Led) -Data ingestion and entity resolution. -Knowledge graph, risk scoring, and chat interface. Security & Compliance -Access control design, data protection, and audit capabilities. Implementation Approach -Project plan, resource profile, and deployment timelines. Commercial Model Licensing, support, and optional services. Responses should be limited to 5-pages (double sided). 6.
