Summary of the contracting process

ACIVICO (Design, Construction and Facilities Management) Limited has established the Constructing West Midlands 3 construction framework for public sector clients. It covers general construction and building services, including new build, extensions, remodelling, retrofit, refurbishment, renovation, repairs, mechanical and electrical services, demolition, enabling works, fit-out, interiors, civil engineering, landscaping, specialist installations, infrastructure, design and related pre-construction services. Minor and medium works are focused on the West Midlands, while major works can be delivered across England. The framework is intended for local and combined authorities, government bodies, educational establishments, NHS and other healthcare organisations, registered social housing providers, social care and blue-light services, third-sector organisations and other eligible contracting authorities. Contractor partners are expected to work collaboratively with clients, consultants and the framework management team.

The procurement has reached award stage. It used an open procedure to appoint framework partners, with one lot permitted per supplier and awards made on 11 September 2026. Lot 1, Minor Works, has an awarded framework value of £700,000,000 and eight suppliers: Alcema, Arcus FM, BSN Group Construction, Dodd Group, E.Manton, J Harper & Sons, R1 Construction and SWG Construction. Lot 2, Medium Works, is valued at £1,000,000,000 and has six suppliers: Deeley Construction, GF Tomlinson, Interclass, Seddon Construction, Speller Metcalfe Malvern and Stepnell. Lot 3, Major Works, is valued at £1,300,000,000 and has six suppliers: Galliford Try, Kier, Morgan Sindall, Vinci Building, Wates and Willmott Dixon. The framework runs from 28 September 2026 to 27 September 2030, with an extension option to 27 September 2032. The standstill ends on 25 September 2026, and signature is scheduled for 28 September 2026. Evaluation weighted technical quality 55%, commercial pricing 35% and social value 10%. A winning supplier fee of 0.45% of award value applies.

This award demonstrates sustained public-sector demand for construction delivery through a managed framework, from smaller projects to major programmes. Future competitors would need to show legal and financial capacity, technical ability and the organisational scale to deliver the relevant work band: generally £250,000 to £5,000,000 for minor works, £2,000,000 to £15,000,000 for medium works, or above £10,000,000 for major works. Credibility will depend on experience across construction, refurbishment, retrofit, building services, civil engineering, infrastructure or specialist installations, according to the chosen market. Suppliers should also be able to support pre-construction activity, collaborate openly with public-sector clients and consultants, work under CWM call-off arrangements including NEC or JCT forms, and demonstrate measurable social value. Performance is monitored against comprehensive indicators, so delivery controls, reporting and reliable supply-chain management are important.

Notice Description

CWM3 is a publicly owned and managed framework, intended to deliver general construction and building services work. The main areas of activity will comprise of individual construction projects or programmes, including new build, extensions, remodelling, retrofit, refurbishment, renovation and repair work, mechanical and electrical services, demolition and enabling works, fit-out and interiors, civils, landscaping, specialist installations and infrastructure works, and may also include design and other services as required to develop and construct the works. Contractor Partners selected to join the framework are expected to demonstrate a strong collaborative working ethos - engaging openly and closely with the CWM Framework Management Team, client organisations, consultants, and other Contractor partners - and to provide clear support throughout the pre construction period. Their performance will be monitored against a comprehensive set of performance indicators. The framework will consist of 3 Lots as follows: Lot 1: Minor Works (works generally PS250,000 to PS5,000,000) with 8 Contractor Partners. Lot 2: Medium Works (works generally PS2,000,000 to PS15,000,000) with 6 Contractor Partners. Lot 3: Major Works (works generally over PS10,000,000) with 6 Contractor Partners. The Framework sets out a number of Permitted Forms of Call-Off Contract which are available for authorities to use. Full details are set out in Schedule 2 to the Framework, but these allow the flexibility for authorities to use the CWM Model Form of Call-Off Contracts or utilise any of the NEC or JCT forms with or without their own amendments. In addition, there is scope to use alternative contract forms including, without limitation, alliancing forms of contract. Please note that an award of a Call-Off is for the entirety of the Project covered by an authority within its Call-Off process as detailed within the Operations Manual. Authorities may enter into contracts following the expiry of the Framework if such contract is captured within the scope of a Call-Off Process awarded and entered into prior to the expiry of the Framework (e.g. PCSA is entered into with the ability to issue a notice to proceed to a Works Contract). CWM is committed to complying with all mandatory requirements set out in the National Association of Construction Frameworks (NACF) Regional Framework Accreditation Attributes, ensuring its continued membership of the NACF. In addition, CWM will strive to fulfil the NACF's core objectives by: * sharing best practice with fellow members, framework users and the wider public sector; * providing guidance and support to public sector organisations where requested; * promoting social value through procurement and construction framework activity; * strengthening links between local and central government on construction related matters. Following publication of this notice, Acivico DCFM Ltd. will observe the mandatory standstill period, which will end at midnight on 25 September 2026, and Acivico will not enter into the Framework Agreement before 28 September 2026.

Suppliers who are not already registered may register for free on the InTend portal in order to access the questionnaire. CWM reserve the right to hold further market engagement with selected questionnaire respondents, which may include in person or online events at CWM's discretion.
