Summary of the contracting process

The City of London has initiated a procurement process under the title "FPEP Lockers," aiming to supply and install lockers for their police estate. This is part of the City of London Police's modernisation programme, which includes constructing new buildings and refurbishing existing ones. The procurement, currently in the planning stage, falls under the category of goods and is above the threshold for significant opportunities. A preliminary market engagement exercise is scheduled to run through 11th September 2025, with the procurement stage anticipated to move forward by late 2025. Businesses with relevant expertise are encouraged to participate in the process, which will eventually lead to a formal tender. The locker supply pertains to various buildings within the UK region, which are expected to be ready for handover between late 2026 and early 2029.

This procurement process offers substantial growth opportunities for businesses specialising in office furniture or specialised storage solutions, particularly those with experience in designing and installing storage systems for emergency services. Businesses that can demonstrate capability in adapting designs based on the unique requirements of each building fit-out will find this tender particularly well-suited. The City of London, a sub-central government public authority, seeks to engage with suppliers who possess innovative storage solutions and the ability to efficiently assess and utilise space as floor plans are finalised. Small and medium-sized enterprises (SMEs) are also encouraged to apply, given the suitability for SMEs, making it a valuable chance for business expansion within the public sector.

Notice Title

FPEP Lockers

Notice Description

The City of London Police (CoLP) are currently undertaking a programme to modernise their estate through a mixture of the construction of brand new buildings and the refurbishment of existing buildings. There will be 6 buildings within the future police estate of varying sizes and containing a wide range of functions, and they will be ready for handover to CoLP at different times across approximately a 2-year period from late 2026 to early 2029. With the building works in progress, the CoLP are now in the early stages of planning for the internal fit out of each of the buildings post-handover, including procurement for the supply and installation of lockers. Whilst an estimate of the likely quantities of the major types of lockers required at each of the sites is known, floor plans are still being developed in some of the buildings so these estimates are subject to change, and total locker numbers required may change as plans are finalised. In addition to the supply and installation of lockers, we would also be seeking suppliers to undertake an element of design work, assessing floor plans and identifying the most efficient layout for the different types of lockers in each locker room. Ahead of commencing a formal procurement process and to assist with developing the tender documents, the CoLP would initially like to gain an understanding of the type of lockers that are currently available on the market for the storage of emergency services uniform and personal protective equipment (PPE).
