Delivery of assessed care packages within Chestnut Grange, MacGregor Tithe and Tyldesley Court.
Notice Description
The Council will fund the supplier for those individuals who are eligible for planned care packages at: * MacGregor Tithe (Extra Care Scheme), Hospital Street, Tamworth, B79 7EF * Chestnut Grange (Extra Care Scheme), All Saints Road, Burton upon Trent, DE14 3HL. * Tyldesley Court (Retirement Housing Complex), High Street, Burton upon Trent, DE14 1LJ which opens in 2026. The care commissioned at the sites will be paid on the Authority's extra care hourly rate. The Authority will not subsidise any care that is delivered outside of the commissioned Care Package throughout the day and night. The Authority will not provide any additional funding for care delivery that is in addition to the Care Packages of Service Users residing at the Sites. The Housing Providers of the Sites may fund the delivery of unplanned care and support at the Extra Care Sites with the supplier. This decision has not yet been taken by the Housing Providers at the point the tender is commenced. This service is not in the scope of this Agreement, but there is an expectation that if requested the supplier would enter into a separate agreement for any such service with the Housing Provider. Residents located at the Sites may approach the supplier to self-fund care packages, social support or housekeeping tasks. Self-funded care packages are not within the scope of this Agreement, but there is an expectation that if requested the supplier would enter into a separate agreement for any such service with Residents. The supplier must ensure that they develop and maintain a positive and constructive working relationship with the Housing Providers during the term of this Agreement. There will be one supplier who will deliver planned care and support at all 3 sites: MacGregor Tithe (Extra Care Scheme), Hospital Street, Tamworth, B79 7EF, Chestnut Grange (Extra Care Scheme), All Saints Road, Burton upon Trent, DE14 3HL and Tyldesley Court (Sheltered accommodation), High Street, Burton upon Trent, DE14 1LJ. Therefore, the advertised value for the total estimated agreement value for planned care and support at the sites will be PS3,250,590 - PS3,413,119 excluding VAT.

Options: The agreement will commence on 6th July 2026 and, subject to earlier termination in accordance with its terms, will continue until midnight on 5th July 2028. At the Authority's entire discretion, the term may be extended by 12 months until 5th July 2029 on the same terms for such period(s) in accordance with the agreement.

Planning Information
The purpose of this Preliminary Market Engagement (PME) is to seek further input from potential suppliers building on previous PME obtained in August 2025 in relation to Staffordshire County Council's (SCC) need to procure planned care support services in current Extracare facilities in East Staffordshire and Tamworth. The purpose of this additional PME is to further explore the requirements and services to be commissioned as part of the proposed tender . The questions within this PME follow on from responses the Council received from the Provider market. The care delivery would be funded by SCC at the Council's predetermined hourly Extracare rate of £21.74. Currently SCC funded care hours within the schemes are 354 hours per week for the East Staffordshire scheme and 389 hours per week for the Tamworth scheme. This PME would like to explore with Providers the interest in an additional site within East Staffordshire in close proximity to the original identified scheme. Please email OPPDcommissioning@staffordshire.gov.uk quoting IA3758 to obtain a copy of further background information and request a questionnaire that contains the specific questions that SCC requires feedback on. If your organisation did not respond to the first PME and would like to review the initial set of questions, please advise and these can be shared with you for your information and/or response. The deadline for responses is Wednesday 24th December 2025. Completed questionnaires should be returned via email to oppdcommissioning@staffordshire.gov.uk
