Notice Description

Transport for London (TfL) have been allocated funding to increase provision of rapid electric vehicle charge points (EVCPs), ensuring availability for London-licensed zero emission capable (ZEC) taxis. This funding should enable delivery of EVCPs at less commercially viable locations that have not attracted attention from private companies and ensure continuing availability of EVCPs for ZEC taxis in London. As Rapid Infrastructure Delivery Project (RIDP) sites need to be available to ZEC taxis, they are likely to be focussed in more central areas of London and will likely come from Borough Roads as well as TfL designated land. It is anticipated the RIDP supplier/s will supply, install, maintain and operate 50kW (minimum) direct current rapid EVCPs at sites where any enabling or power works have been completed by TfL and where there is a requirement to prioritise access for ZEC taxis.

This Preliminary Engagement Notice is being issued for the primary reason of seeking information from the market ahead of launching the anticipated Rapid Infrastructure Delivery Project (RIDP) procurement. Engagement is being sought via a Market Sounding Questionnaire (MSQ) which aims to gather feedback from potential suppliers including, but not limited to, better understanding the potential for a full or partial third-party collaboration, supplier appetite for working with TfL for the RIDP opportunity, whether there is any back office functionality presently available to prioritise access for zero emission capable taxis, and how that functionality may be enforced on electric vehicle charge points that are open access. TfL would also like to better understand the perceived risks regarding this approach.
