Summary of the contracting process

The public procurement process initiated by the West Yorkshire Combined Authority is currently in the planning stage. It involves a preliminary market engagement for Electronic Ticketing Machines (ETMs) and Automatic Vehicle Locators (AVLs), aimed at supporting the Bus Reform programme in West Yorkshire. The engagement phases include an Open Day in Leeds on 10th September 2025, supplier responses by 17th September 2025, and online sessions on 22nd and 25th September 2025. This process aligns with the region's efforts to enhance public transportation, as outlined in their Local Transport Plan. The project's main industry category is transport equipment, with a gross value of £18,000,000 and aims to commence on 1st March 2026, concluding on 28th February 2030. Interested parties are encouraged to note the communication for future notices scheduled for 31st October 2025.

This tender presents substantial business growth opportunities for companies specialising in transport technology and auxiliary products. Small and medium enterprises (SMEs) as well as voluntary, community, and social enterprise organisations (VCSEs) are encouraged to participate, given the suitability criteria. This engagement offers a platform for businesses to contribute to a significant public transportation reform initiative, positioning them as key players in modernising West Yorkshire's public transport infrastructure. Companies with expertise in electronic ticketing and vehicle location systems are particularly well-suited to compete, providing innovative solutions for the successful delivery and implementation of this essential on-board technology. The involvement in such a large-scale project could significantly enhance the visibility and reputation of participating businesses in the transport sector.
