Summary of the contracting process

Natural Resources Wales is progressing with the establishment of a Dynamic Market (DM) for Direct Production Harvesting Services, intending to support timber harvesting operations across Wales. The procurement is currently at the Tender stage, with Natural Resources Wales acting as the contracting authority from its base in Cardiff, United Kingdom. The focus is on the industry's logging services and services incidental to forestry. The tender period extends from 28th September 2026 to 27th September 2041, with an online briefing event for suppliers scheduled through Microsoft Teams on 17th July 2026. This engagement is part of an open procurement method, leveraging a dynamic market system to ensure comprehensive supplier participation and adaptation through the Dynamic Market's initial joining stage.

This tender presents significant business growth potential, particularly for Small and Medium Enterprises (SMEs) skilled in timber harvesting operations, including mechanised, motor-manual, and specialised steep-ground work. Given the extensive contract duration and the demand for versatile services such as winch machinery operation, tree shear utilization, and vegetation clearance in compliance with Plant Health Notices, businesses with relevant certifications and experience stand to gain substantially. Suppliers have the chance to participate actively through electronic submissions, with technical selection criteria emphasizing proven expertise. The initiative aims to encourage robust competition, fostering a dynamic supplier ecosystem that could lead to further opportunities within the Welsh Government Woodland Estate.
