Summary of the contracting process

Natural Resources Wales has initiated the planning stage for a procurement process to establish a Dynamic Market for "All Wales Direct Production Timber Harvesting Services." This process aims to secure services for timber harvesting operations, including thinning and clear-felling within the Welsh Government Woodland Estate. With a focus on services in the agricultural, forestry, horticultural, and apicultural industries, this procurement process is significant to businesses in the United Kingdom, particularly in the UKL region. Important dates include a virtual Teams Bidder Briefing Session on 16 September 2025, submission of Supplier Questionnaires by 13 October 2025, and conclusion of pre-market engagement activities on 31 October 2025. The procurement is expected to formally launch in February 2026 with contract operations starting from 1 April 2026.

This procurement process presents significant opportunities for business growth, especially for small and medium-sized enterprises (SMEs) specialising in mechanised and motor manual felling, as well as those skilled in operating winch machinery for steep-ground working. Companies with expertise in deploying alternative harvesting machinery and mechanised vegetation clearance to meet Statutory Plant Health Notices will find this venture particularly advantageous. The invitation to participate in pre-market engagement activities allows early engagement for interested contractors, providing a platform to shape the procurement approach and prepare for upcoming competitive opportunities. Businesses looking to expand their services within these specialised areas in the forestry sector will find this public procurement process a valuable opportunity.

Notice Title

All Wales Direct Production Timber Harvesting Services Dynamic Market (updated)

Notice Description

PLEASE NOTE: this is an updated UK2 Notice. The updated notice includes the link to "Register to Attend" the Briefing Session on 16 September 2025 and the "Supplier Questionnaire". Natural Resources Wales intends to set up a Dynamic Market (OM) to secure Direct Production timber harvesting operations via thinning and clear felling. NRW require direct labour services to provide expert felling, processing and extraction of timber to roadside to support current and future Timber Sales and Marketing Plans across the Welsh Government Woodland Estate. Key harvesting services sought include both mechanised and motor manual felling as well as the deployment of winch machinery to deliver steep-ground working without viable mechanised felling access. Other services required include alternative harvesting machinery such as shears and the delivery of mechanised vegetation clearance, to respond to Statutory Plant Health Notices on unmerchantable stands. As part of early market engagement, Natural Resources Wales (NRW) is inviting potential contractors to participate in our pre-market engagement (PME) activities. We are particularly interested in hearing from Small and Medium Enterprises (SMEs) with the expertise to meet our requirements. The purpose of the engagement is to gather market insight, help shape NRW's approach to developing a dynamic market for the supply of direct production harvesting services and ensure suppliers are aware of the upcoming opportunity as early as possible. This is not a call for competition and participation is voluntary.
