Summary of the contracting process

The Business Services Organisation Procurement and Logistics Service established a framework on behalf of Northern Ireland’s Health and Social Care Trusts for postural management equipment and accessories. It covers equipment for seated, lying and standing support, as well as toileting and showering, for both adults and children and young people. The purpose is to support 24-hour postural care. The eight lots separate equipment by position or activity and age group, giving suppliers scope to specialise in particular product ranges. The participating organisations are Belfast, Northern, South Eastern, Southern and Western Health and Social Care Trusts, and the Northern Ireland Ambulance Service Trust. Goods are for use across Northern Ireland by these health and social care bodies.

The procurement is complete and contracts have been signed. The open procedure established a framework with competition both with and without reopening competition. Eight lots were awarded, each valued at £3.17 million excluding VAT. The framework period runs from 1 November 2026 to 31 October 2030; Lot 8 was signed on 8 September 2026 and the other contracts on 2 October 2026. The award date was 1 September 2026. Accora (Ireland), BES Healthcare, Evolution Healthcare, James Leckey Design, John Preston, Moorings Mediquip, Primacy Healthcare and Sync Living were appointed to various lots; LC Seating was also appointed to Lots 2–6. Quality requirements, including specification and service compliance, technical product literature and accessory and spare-parts lists, were pass/fail; price carried 100% of the scored award criteria.

This award shows established demand across Northern Ireland for specialist postural-care equipment for adults and younger users, including seating, lying and standing support and toileting and showering products. Suppliers well placed to compete when this requirement next comes to market will need suitable equipment across the relevant product categories, clear technical literature for each product offered, and the ability to provide compatible accessories and spare parts. They will also need to meet the buyer’s specification and service requirements and compete on price, since price was the sole scored award criterion after mandatory pass/fail checks. The range of appointed suppliers includes small and medium-sized businesses as well as a larger supplier, indicating that the framework supported participation by suppliers of different sizes. The buyer may add products to the range as its requirements change.

Planning Information

This is a Preliminary Market Engagement Notice to seek additional engagement with the market place to gather information associated for the provision of Postural Management Equipment and Accessories. To this end the Business Services Organisation, Procurement and Logistics Service on behalf of Health and Social Care Northern Ireland (HSCNI), wish to engage with potential suppliers to obtain a market view of the potential requirements through the completion of a Questionnaire.
