Summary of the contracting process

The City of Edinburgh Council established a framework for furniture removal, storage, ethical disposal, and relocation support across Edinburgh. It covers three service areas: project-based removal and environmentally responsible disposal, including delivery, set-up, dismantling and removal for large events; removal, transfer and storage of belongings for people using the Council’s temporary accommodation service; and the design, management and advice needed to relocate Council staff, services, furniture, equipment and other resources efficiently with minimal disruption. The requirement is primarily a logistics and storage service, with additional move-management, interior and furniture design, project preparation and management consultancy elements. The framework supports Council operations and partner organisations involved in large-scale events, including CGI, NHS, Police Scotland and Scottish Fire.

This completed open-procedure framework was evaluated on quality and price, weighted 40% and 60% respectively. The tender closed on 23 February 2026, with the award period starting that day, and contracts were signed on 5 August 2026. Lot 1, Furniture Removal and Ethical Disposal, was awarded to AGM Bishops Limited, Doree Bonner International and Harrow Green Limited for £690,000. Lot 2, Temporary Accommodation Service Furniture Removal, Transfer and Storage, was awarded to Doree Bonner International and Clockwork Removals for £3,200,000. Lot 3, Design and Move Management, was awarded to Space Solutions, Amer Logistics Ltd. trading as Johnsons, and AGM Bishops Limited for £500,000. The framework has a maximum of eight participants and runs for four years from October 2026, without extension.

This procurement shows sustained Council demand for commercial removals, secure storage, transport with drivers, retrieval and disposal, including work supporting temporary accommodation and large public events. A credible future competitor would need dependable removal crews, suitable vans and trucks, secure storage capacity, retrieval processes and the ability to handle belongings for vulnerable service users. Lot 1 also requires ethical disposal and furniture handling for deliveries, installations, dismantling and event operations. Lot 3 requires move-management expertise, relocation planning, furniture and interior design capability, cost estimation, project management and advice to Council teams. Financially robust suppliers would need turnover aligned to the lot or lots pursued, suitable current ratios, and employers’, public liability and professional indemnity insurance.
